The Assistant Vice President, IT Procurement sits within the Procurement function under the Finance Division and plays a key role in driving strategic sourcing outcomes across technology categories.

This role is accountable for independently managing end-to-end procurement activities, driving category strategies, and delivering measurable value through cost optimization, risk mitigation, and supplier innovation. The AVP will act as a strategic partner to business stakeholders while also supporting the VP of IT Procurement in high-value and business-critical sourcing initiatives.

Job Duties:

Key Responsibilities:

Independent Procurement Delivery

  • Manage the full spectrum of procurement activities independently with minimal supervision, from demand planning through sourcing, negotiation, contracting, and supplier management

  • Handle multiple concurrent sourcing projects across IT categories with accountability for timely and high-quality delivery

  • Ensure consistent application of procurement policies, governance, and best practices

Strategic Sourcing & Category Management

  • Develop and implement category strategies across IT spend areas including hardware, software, telecom, and IT services

  • Lead end-to-end sourcing initiatives (RFI, RFP, RFQ, tendering), ensuring robust commercial outcomes

  • Establish and embed category management practices, driving adoption across the organization

  • Continuously assess market trends, supplier landscape, and emerging technologies to inform sourcing strategies

Commercial & Contract Management

  • Lead complex commercial negotiations, including pricing, licensing models, SLAs, and contractual terms

  • Partner with Legal and Risk functions to ensure contracts are robust and aligned with regulatory requirements

  • Identify and deliver cost optimization opportunities while balancing quality and service performance

Supplier & Stakeholder Management

  • Build and manage strategic supplier relationships to drive performance, innovation, and long-term value

  • Establish supplier performance frameworks, including KPIs and governance cadence

  • Act as a trusted advisor to business stakeholders, influencing demand management and procurement decisions

Support to VP on Critical Initiatives

  • Support the VP of IT Procurement in high-value, complex, and business-critical sourcing initiatives, including major transformation programs and strategic vendor engagements

  • Contribute to bid strategy, commercial positioning, negotiation approach, and executive-level stakeholder alignment

  • Provide analytical insights, market intelligence, and negotiation support for key tenders

Compliance & Governance

  • Identify, assess, and mitigate commercial, contractual, and operational risks within IT procurement categories

  • Ensure all procurement activities are compliant with internal policies, governance frameworks, and regulatory standards

  • Support audit and control processes as required

Value Delivery & Transformation

  • Drive procurement excellence initiatives, including process improvements and supplier consolidation

  • Contribute to procurement digitalization and tool enhancements

  • Support transformation initiatives through strategic sourcing insights

General

  • Support ad hoc procurement initiatives and cross-functional projects as required

Qualifications & Experience Requirements:

  • Bachelor’s degree in Procurement, Supply Chain Management, Business or related discipline is preferred

  • At least 10-15 years of strategic IT sourcing experience in large organizations and has proven cost savings track record

  • CIPS qualified or equivalent qualifications is an advantage

  • Strong exposure to IT categories in scope, product knowledge, supplier and market dynamics, business models, contract negotiation, implementation and supplier relationship management.

  • Track record of category management implementation and ability to launch it and train others.

  • Must be able to adapt well to changes, thrive under pressure and cope with stringent project timelines.

  • Excellent stakeholder management skills in developing relationships and able to communicate effectively across all levels of the organisation.

  • Self-starter, high integrity, business acumen and strong negotiation skills

  • Strong analytical, communication and interpersonal skills

  • Excellent written and spoken English and Chinese

  • Experience in using procurement tool is preferred

  • Proficient with MS Office
