We are seeking a qualified lawyer (6 years PQE or above) or market practitioner in the relevant discipline to join the Policy and Secretariat Services team to (i) provide secretariat support to the Listing Review Committee, an independent committee responsible for reviewing decisions made by the Listing Committee; and (ii) support the development of listing policies.

The role involves end-to-end case management of Listing Review Committee matters, preparation of high-quality written materials, and coordination with committee members, external parties and internal stakeholders. The successful candidate will also support the handling of judicial review proceedings involving the Exchange and other listing policy projects and initiatives.

Job Duties:

Listing Division is responsible for supervising the listing process, the ongoing compliance by issuers with their obligations under the Listing Rules, and ensuring those rules reflect best international practices.

Policy and Secretariat Services is responsible for implementing the policy agenda set by the Listing Committee, coordinating policy initiatives and developments, and taking the lead on policy matters affecting listing applicants and listed companies. It is also responsible for providing secretariat support to the Listing Committee and the Listing Review Committee.

Job Responsibilities

  • Providing secretariat support to ensure the smooth and efficient operation of the Listing Review Committee, including:
  • Serve as a key point of contact for communications with Listing Review Committee members and review applicants, ensuring clear, timely and professional engagement.
  • Prepare and coordinate materials for Listing Review Committee proceedings with a high level of accuracy and attention to detail, including correspondence, hearing bundles, minutes, and decision-related documentation.
  • Manage the workflow of Listing Review Committee matters, including tracking timelines, coordinating submissions, logistics and hearing arrangements, and ensuring procedural milestones are met.
  • Provide support for handling judicial review applications involving the Exchange, including liaison with external counsel.
  • Provide support for a range of listing policy projects and initiatives, including conducing legal, regulatory and general research, conducting data analysis, and drafting policy papers and external papers for publication.

Job Requirements

  • Market practitioner with experience in regulatory, litigation, or contentious work. Strong knowledge of the Hong Kong capital market and the securities industry and its practices, solid understanding of securities laws, company laws, the Listing Rules, and familiarity with the operations and statutory functions of the SFC, the Exchange and other regulatory bodies will be highly regarded.
  • Candidate should be a qualified lawyer or university graduate in a relevant discipline with at least 6 years working experience in law, corporate finance, investment banking or a related field.
  • Strong analytical skills with the ability to exercise sound judgement, with a proactive and solutions-oriented mindset.
  • High standard of drafting and attention to detail.
  • Proven ability to work both independently and collaboratively, and to take ownership of matters with minimal direction.
  • Strong organisation and case management skills, with the ability to manage multiple priorities effectively.
  • Excellent interpersonal and communication skills, with the ability to engage confidently with various stakeholders.
  • High standards of integrity and a strong sense of professional ethics, with appropriate risk awareness in handling sensitive or complex matters.
  • Computer skills and knowledge of computer applications (Microsoft 365, Outlook, Word, Excel, PowerPoint, Teams).
  • Strong command of written and spoken English and Chinese.
