Sensitive Position No Job Description

Germanna Community College is a public, open access institution of higher education in the Virginia Community College System. The College is a dynamic learning organization that serves as a Germanna regional leader and preferred partner where quality learning experiences enable students to participate effectively in the social, economic, political, intellectual, and cultural life of their communities. Germanna Community College is centrally located in Fredericksburg, VA between Washington D.C. and Richmond and between the Blue Ridge mountains and the Chesapeake Bay. Full of history, the area offers a community rich with diversity, the arts, technology, vineyards, hiking, canoeing/kayaking, and many other activities.

The Assistant Vice President of Strategic Initiatives (AVPSI) serves as a senior strategist and operational leader, bridging the gap between high-level institutional goals and execution. This role provides college-wide support and leadership over business development, program expansion, and strategic partnerships to ensure long-term financial sustainability and growth. The AVPSI leads accreditation efforts across the college and provides oversight for institutional effectiveness, teaching and learning, and online and professional learning, ensuring the college meets its Vision 2030 Strategic Plan and Accelerate Opportunity 2030 commitments and annual presidential evaluation targets. Acting proactively as a trusted partner to senior leadership, the AVP supports the formulation and implementation of cutting-edge strategies that drive overall academic and institutional success.

Major Duties and Responsibilities:

Strategic Leadership

  • Lead the planning, implementation, and evaluation of senior-level institutional and academic initiatives in direct partnership with the Vice President of Academic Affairs.
  • Translate institutional priorities and the college’s strategic plan into actionable roadmaps, tracking outcomes from initial scoping through final performance reviews.
  • Identify opportunities for innovation, efficiency, and expanded service lines through proactive strategic research into emerging trends and workforce development.
  • Develop resource allocation frameworks that prioritize operational investments toward the highest-impact divisional opportunities.
  • Provide direct leadership, management, and strategic oversight for the Dean of OPLS (Online/Professional Learning Studies), the Director of Institutional Effectiveness, and the Center for Teaching and Learning (CTL).
  • Align divisional strategy, resource decisions, and annual work plans with the Vision 2030 Strategic Plan, VCCS Accelerate Opportunity 2030 goals, and the college’s approved presidential evaluation targets, translating each systemwide metric into owners, actions, and timelines at the college level.

Project and Change Management

  • Lead high-stakes, cross-functional projects requiring senior judgment, decisive action, and close alignment with institutional goals.
  • Facilitate organizational change initiatives and continuous improvement efforts, establishing clear timelines, performance measures, and accountability structures.
  • Monitor project outcomes, identify implementation barriers, and provide regular progress reports or corrective actions to executive leadership.

Data, Assessment, and Institutional Effectiveness

  • Facilitate and oversee the collection, synthesis, and reporting of institutional data across all college divisions to support evidence-based planning and decision-making frameworks.
  • Develop performance metrics and data dashboards to evaluate operational effectiveness, strategic outcomes, and overall institutional health.
  • Serve as the key operational lead for scheduling, enrollment, and student success platforms, specifically Ad Astra and Navigate.
  • Lead Academic Affairs Assessment Plan & Strategy

Institutional Performance and Goal Attainment

  • Serve as the college’s operational lead for the College’s Vision 2030 Strategic Plan, Accelerate Opportunity 2030 goals and the annual presidential evaluation targets, coordinating the strategies, data, and reporting required for each measure.
  • Drive progress toward the college pillars share of the systemwide 300,000 cumulative credential goal by expanding credential-bearing programs, stackable pathways, and career studies certificates, and by ensuring all credentials awarded are accurately and completely recorded in SIS/WES.
  • Partner with workforce and academic leadership to meet FastForward completion (Metric 1.2) and FastForward credential attainment (Metric 1.3) targets, monitoring grade reporting within the 30-day reporting window and third-party credential reporting within the 120-day window so results are complete and accurate.
  • Lead program portfolio strategy that sustains and grows enrollment in regionally aligned high-demand fields (Metric 2.1), including maintenance of the college’s approved G3 program list and the use of labor market data to guide new program development and program discontinuance.
  • Develop and coordinate strategies to grow working-age adult enrollment, ages 25 to 64 (Metric 2.4), through online, professional learning, employer, and community partnership offerings led by OPLS.
  • Support enrollment management and financial aid in raising the financial-aid application rate (Metric 4.1) by providing dashboards, cohort tracking, and campaign analytics that identify program-placed students without a FAFSA record on file.
  • Produce regular target-tracking reports and dashboards for the President, cabinet, and the College Board, identifying metrics at risk early and recommending corrective action within the evaluation year.

Accreditation and Institutional Quality

  • Provide college-wide leadership and coordination for all accreditation efforts, serving as a primary institutional point of contact for SACSCOC and ensuring continuous compliance with the Principles of Accreditation across every division of the college.
  • Direct the preparation of reaffirmation materials, fifth-year interim reports, substantive change notifications and prospectuses, annual profiles, and responses to any referrals or inquiries.
  • Oversee development, implementation, assessment, and reporting in partnership with the Center for Teaching and Learning and academic leadership.
  • Coordinate specialized and programmatic accreditation across academic programs, maintaining a centralized calendar of standards, self-studies, site visits, reporting deadlines, and evidence requirements.
  • Lead the college’s ongoing assessment of student learning outcomes and administrative unit outcomes, ensuring results are documented and demonstrably used for improvement.
  • Maintain the institutional evidence base supporting accreditation, including faculty credentialing rosters, assessment records, policy documentation, and the systems used to store and retrieve accreditation artifacts.
  • Build accreditation literacy college-wide by training faculty, staff, and administrators on standards, evidence expectations, and their individual role in maintaining continuous compliance.

Compliance and Risk Management

  • Lead institutional and program-specific compliance efforts, ensuring strict alignment with SACSCOC principles, specialized accreditation standards, state and federal requirements, and established performance metrics.
  • Direct the institutional review processes, documentation, and continuous viability of academic offerings through Program Reviews and the Curriculum Committee.
  • Identify operational risks, maintain appropriate records for divisional activities, and recommend mitigation strategies to support audits and reporting requirements.

Communication and Executive Support

  • Support the development of high-level strategy documents, executive reports, briefings, and presentations for senior leaders, the President, and governing boards.
  • Coordinate internal communication regarding strategic initiatives and facilitate meetings, committees, or task forces related to divisional priorities.
  • Serve as the central liaison between academic affairs, workforce development, student services, finance, information technology, and external partners.

Institutional Collaboration

  • Collaborate with instructional leadership to ensure operational support closely aligns with academic priorities.
  • Work alongside enrollment management, finance, facilities, human resources, institutional research, and technology departments to execute cross-functional strategic initiatives.
  • Participate actively on executive leadership committees and institutional planning groups to support college-wide quality improvement efforts.

Teaching, Learning, and Faculty Development

  • Provide strategic direction and oversight for the Center for Teaching and Learning (CTL), aligning faculty development priorities with student success goals, accreditation expectations, and the college’s strategic plan.
  • Ensure CTL programming advances instructional quality and consistent course design standards across all modalities, including the online and hybrid courses delivered through OPLS.
  • Develop and expand Credit for Prior Learning (CPL) pipelines, partnering with academic and workforce leadership to award credit for military training, industry credentials, apprenticeships, and work experience, accelerating credential attainment and adult learner completion.
  • Oversee onboarding, mentoring, and continuing professional development for full-time and adjunct faculty, including the effective and ethical use of instructional technology and AI tools.
  • Use course-level assessment and outcome data to target CTL initiatives toward the courses and programs with the greatest impact on completion, credential attainment, and equitable student outcomes.
  • Responsible for tracking all professional development for Faculty.
