MTR Corporation’s Procurement and Supply Chain (P&SC) function oversees circa HKD 20 billion annual expenditure with over 3,000 suppliers across a diverse range of spend categories supporting HKTS (rail operations), HK Properties (commercial malls and residential estates) and corporate function stakeholders.

Responsibilities
Category Leadership Responsible for end-to-end procurement and supply chain management of Architectural Builders’ Works and Finishes (ABWF) associated with investment and managed properties, including fit-out and decoration works for retail assets. Develop in-depth market intelligence and category expertise, formulate and implement category strategies and supplier engagement initiatives, and drive continuous improvement and operational excellence within the category.
Stakeholder & Demand Management. Engage with business stakeholders to identify and consolidate demand pipeline, identify and validate procurement needs/specifications, achieve agreed business objectives/targets and drive commercial synergies.
Source-to-Contract (S2C). Manage to plan and develop sourcing and contracting strategies, maximize competitive cost/value delivered whilst addressing Word Trade Organization (WTO) / Building Management Ordinance (BMO) / Government Procurement requirements. Support effective, efficient and collaborative execution of procurement plans and strategies from initial market engagement to final contract award (including specification reviews, risk assessments, bid management, supplier proposal evaluations, commercial and contract negotiations, and final contract award).
Procure-to-Pay (P2P). Support the team to efficiently plan and execute post-award order management, supply operations, commercial/contract management and business stakeholder escalation support.
Supplier Management. Participate in formulating and implementing supplier strategies and development plans, lead Supplier Relationship Management (SRM) with key suppliers to drive delivery performance on cost, safety, quality, assurance of supply, innovation and sustainability. Identify, evaluate, and enable continuous improvement, business development and partnership opportunities.
Supply Chain Risk Management. Support pro-active supply chain risk identification and assessment efforts, develop and implement fit-for-purpose mitigation strategies with inputs from relevant category teams and business stakeholders. Understand business and operational risks and opportunities (including supply availability, reliability, sanctions and compliance/audits).
ESG/Sustainability. Support review and incorporation of ESG goals and targets in category plans, understand suppliers’ ESG performance and help engaging with them to foster their adoption of ESG targets, capability roadmaps and action plans.
Transformation. Assist in maximizing business value outcomes through innovations and adoption of procurement leading practices.
Requirements
University Degree holder in Business, Procurement and Supply Chain Engineering or Quantity Surveying or other relevant disciplines
A minimum of 5 years’ experience in procurement & supply chain roles of which 1 year must be at supervisory level.
Prior experience in ABWF or related categories is strongly preferred. Working knowledge of supply market, relevant commercial/contracting models, and property management requirement under BMO is an advantage
Good change management skills with the ability to influence stakeholders at different levels of seniority
Good command of written and spoken English & Cantonese, proficiency in Putonghua is an advantage
