Position Overview

The Operations & Mine Planning Manager is a cross-functional resource supporting Area Managers, Plant Superintendents, and aggregate operations across an assigned geographic area. The position combines field operational support with mine planning, permitting, regulatory compliance, property and reserve planning, and long-range operational development.

Working with operations personnel, technical and environmental resources, engineering support, outside consultants, and regulatory agencies, this role helps translate long-term mine plans and permit requirements into practical operating plans. The position supports immediate business needs while advancing the responsible development, extraction, reclamation, and long-term stewardship of aggregate reserves.

Key Responsibilities (Essential Duties and Functions)

The duties and responsibilities include, but are not limited to, the following:

Operations and Area Manager Support

  • Assist Area Managers and Plant Superintendents with operational planning and execution across assigned aggregate facilities.
  • Support production planning, budgeting, inventory management, quality objectives, equipment utilization, and capital planning.
  • Analyze operating, financial, and production information to identify opportunities to improve efficiency, cost performance, reserve recovery, and asset utilization.
  • Assist field management with operational challenges, equipment needs, property matters, and improvement initiatives.
  • Coordinate with operations, quality, environmental, engineering, equipment, finance, and other support functions to advance site objectives.
  • Provide field leadership and operational support across assigned locations as business needs require.

Mine Planning and Reserve Management

  • Develop, maintain, and support short-term and long-term mine plans for assigned aggregate locations.
  • Translate reserve information and long-range mine plans into practical annual and multi-year operating plans.
  • Assist with reserve evaluations, surface models, excavation limits, mining elevations, bench and slope geometry, extraction sequencing, overburden stripping, and material movement planning.
  • Prepare and maintain annual operating maps and mine-plan documentation for assigned properties.
  • Coordinate mine sequencing with processing requirements, plant and equipment location, haul routes, conveyors, mobile equipment, and future capital needs.
  • Incorporate exploration and drilling information, hydrology, property boundaries, setbacks, environmental constraints, permit conditions, and reclamation requirements into mine planning.
  • Support evaluation of existing reserves, property expansions, acquisitions, and potential future aggregate resources.
  • Maintain mine-planning records and assumptions to support operational continuity and long-range reserve stewardship.

Permitting, Regulatory Compliance, and Agency Coordination

  • Assist with new and existing mineral extraction permits, special land use approvals, site-plan reviews, and operating approvals.
  • Coordinate with internal resources, consultants, engineers, municipalities, and regulatory agencies in preparing and maintaining permit applications and supporting technical documentation.
  • Assist in interpreting permit conditions, zoning ordinances, setbacks, property restrictions, and regulatory requirements, and help translate them into operating plans.
  • Support applicable environmental and agency permitting activities, including soil erosion and sedimentation control, stormwater, air, groundwater, and other site-specific approvals.
  • Track permit commitments and incorporate requirements into mine plans, operating maps, reclamation plans, capital forecasts, and field activities.
  • Support site planning related to buffers, berms, screening, access, haul routes, dust, noise, vibration, drainage, and neighboring land uses where applicable.
  • Coordinate updates to plans and supporting documents when operating conditions, property interests, reserves, permits, or regulatory requirements change.

Long-Term Property and Reclamation Planning

  • Assist with long-range planning for aggregate properties from exploration and permitting through active extraction and final reclamation.
  • Evaluate how property boundaries, reserves, setbacks, environmental constraints, infrastructure, plant configuration, and equipment requirements affect the operational and economic use of aggregate reserves.
  • Support property evaluations and expansion opportunities by coordinating geological, operational, environmental, permitting, and mine-planning information.
  • Identify future operational and capital requirements created by mine progression and communicate those needs to operations leadership.
  • Coordinate progressive reclamation planning and help ensure reclamation requirements are incorporated into operating plans and field execution.
  • Maintain alignment between the strategic life-of-mine plan and plans being executed by field operations.

Safety, Compliance, and Documentation

  • Promote and support a culture in which safety is the highest priority.
  • Comply with company policies, safety requirements, permit conditions, and applicable governmental regulations.
  • Help operations leadership verify that operating changes remain consistent with approved mine plans, permit requirements, and property constraints.
  • Maintain organized mine-plan, permit, property, environmental, exploration, hydrology, aerial survey, and related operational records.
  • Assist with audits, inspections, agency requests, public-process preparation, and corrective-action follow-up within the scope of the position.
  • Protect confidential and proprietary company, property, reserve, and permitting information.

Leadership and Collaboration

  • Build effective working relationships with field leaders, employees, consultants, regulators, landowners, and community stakeholders.
  • Communicate technical and regulatory information in a practical manner that supports field execution and informed decision-making.
  • Provide coaching, technical support, and knowledge-sharing to strengthen mine-planning and compliance capabilities within operations.
  • Address issues promptly, elevate significant risks, and work collaboratively toward practical solutions.
  • Perform additional responsibilities as directed.

Qualifications

Education and Experience

  • Bachelor's degree in mining engineering, geology, civil engineering, construction management, environmental science, or a related field preferred; equivalent relevant aggregate-industry experience may be considered.
  • Experience in aggregate operations, surface mining, mine planning, permitting, environmental compliance, engineering, geology, or a closely related field.
  • Working knowledge of aggregate production processes, mobile equipment, material movement, and site development.
  • Experience coordinating multi-disciplinary projects and working with field operations, consultants, and regulatory or municipal stakeholders preferred.

Knowledge, Skills, and Abilities

  • Ability to interpret mine plans, surveys, aerial data, site plans, property information, permit documents, and technical reports.
  • Understanding of reserve estimation, extraction sequencing, stripping, haulage, reclamation, and long-range mine planning.
  • Ability to organize complex technical and regulatory information and convert it into clear operating priorities.
  • Strong analytical, problem-solving, planning, written communication, and interpersonal skills.
  • Proficiency with Microsoft Excel, Word, PowerPoint, and Outlook.
  • Experience with mine-planning, CAD, survey, GIS, drone/aerial-data, or production-modeling software is preferred.
  • Ability to manage multiple sites and priorities while maintaining accurate records and meeting deadlines.

Other Requirements

  • Valid driver license and ability to travel regularly among assigned operations, offices, project properties, and public meetings.
  • Willingness to work extended hours, nights, or weekends when operational, permitting, or project needs require.
  • Ability to work in office and active aggregate-production environments and wear required personal protective equipment.
  • Professional and courteous conduct with coworkers, supervisors, regulators, consultants, landowners, and the public.
  • Timely and regular attendance and adherence to assigned work schedules.
  • Strict adherence to company safety policies, procedures, and applicable site-specific requirements.

Physical and Work Environment

The employee will regularly work in office settings and at active aggregate operations, undeveloped properties, and outdoor project sites. The role may involve walking on uneven terrain, exposure to weather, dust, noise, vibration, moving equipment, and other conditions typical of surface mining and construction-material operations.
