Assistant Operations Manager

Anticipated Pay Range: $70,000- $80,000

The Assistant Operations Manager supports the Operations Manager in the oversight and execution of security operations at assigned port facilities. The role assists with operational planning, staffing coordination, hiring, training oversight, regulatory compliance, and operational execution across terminal security operations.

The Assistant Operations Manager works closely with the Operations Manager and Office Manager to ensure appropriate staffing levels, training compliance, scheduling coordination, and accurate operational administration.

When the Operations Manager is not present, the Assistant Operations Manager assumes operational responsibility for the site and supervises operational activities.

Essential Duties and Responsibilities

Operational Management

  • Assist the Operations Manager in overseeing daily security operations at assigned port facilities.
  • Support planning and execution of cruise terminal security operations including passenger screening, cargo security operations, and terminal access control.
  • Monitor operational performance and ensure staffing levels meet operational and contractual requirements.
  • Ensure post orders and operational procedures are followed by field personnel.
  • Maintain staff schedules and update as operational needs change.
  • Assume operational responsibility during assigned shifts or when the Operations Manager is not present.

Traffic and Transportation Control

  • Oversee traffic management operations associated with vessel calls and terminal operations.
  • Coordinate deployment of security personnel assigned to traffic control operations, including large multi-officer teams supporting vessel turnaround operations.
  • Ensure safe and efficient movement of buses, taxis, ride-share vehicles, service vehicles, and port traffic in accordance with port and operational procedures.
  • Monitor traffic operations and adjust staffing or deployment as necessary to support operational flow and safety.

Workforce Management & Hiring

  • Assist with recruitment and hiring of hourly security personnel.
  • Support onboarding and orientation of new employees.
  • Supervise Terminal Security Officer (TSO), Security Supervisors and Lead Officers responsible for day-to-day operational execution.
  • Monitor staff performance and provide operational guidance to supervisory personnel.
  • Support disciplinary processes in coordination with management and Human Resources when required.

Training Oversight

Training oversight is a core responsibility of this role.

Responsibilities include:

  • Coordinate and oversee training programs for security personnel.
  • Ensure officers receive required training prior to assignment.
  • Support onboarding training for new hires.
  • Maintain training documentation and compliance records.
  • Ensure personnel maintain required certifications and licensing.

The Assistant Operations Manager must possess, or be able to obtain, certification issued by the Washington State Department of Licensing Certified Trainer Endorsement, allowing them to provide and certify required training for private security personnel.

Screening Operations

  • Support oversight of passenger and baggage screening operations.
  • Supervise deployment of screening personnel.
  • Ensure screening procedures are followed in accordance with established protocols.
  • Monitor operational readiness and functionality of screening equipment including x-ray screening systems.
  • Support coordination with cruise line security teams and terminal operators during screening operations.

Compliance & Regulatory Requirements

  • Ensure operations comply with applicable regulatory requirements including:
    • Facility Security Plans (FSP)
    • MTSA regulations
    • Washington State private security regulations
    • Port authority requirements
  • Ensure security personnel maintain required credentials including TWIC, Washington State guard license, and site credentials.
  • Ensure proper handling and safeguarding of Sensitive Security Information (SSI).

Operational Administration

Work closely with the Office Manager to support operational administration including:

  • Staff scheduling coordination
  • Workforce planning
  • Payroll verification and timekeeping review
  • Operational documentation and recordkeeping
  • Administrative coordination related to security operations

Client & Stakeholder Coordination

  • Maintain working relationships with port partners, regulatory agencies, and terminal stakeholders.
  • Participate in operational coordination meetings when required.
  • Communicate operational updates and requirements to staff and management.

Incident Management & Reporting

  • Ensure incidents are reported according to company procedures.
  • Support investigation and documentation of operational incidents.
  • Ensure operational reports and security activity logs are completed accurately.

Qualifications

Required:

  • Education: Minimum 3–5 years of supervisory or management experience in security, maritime or related operations.
    • Associate or bachelor’s degree preferred.
  • Experience: Supervising operational teams in dynamic environments. Experience with passenger or security screening operations preferred.
  • Licenses: Must possess or be able to obtain:
    • TWIC Card
    • Washington State Security Guard License
    • Washington State Unarmed Security License with Certified Trainer Endorsement
    • FSO certification
    • Any additional credentials required by port or regulatory authorities
  • Skills:
    • Leadership and team management
    • Strong organizational and communication skills
    • Ability to manage multiple operational priorities
    • Attention to regulatory compliance
    • Proficiency in Microsoft Office applications

Physical Demands & Work Environment

  • Physical Demands: The physical demands described here represent those that are typically required to perform the essential functions of this position.

For operations roles: This role requires the ability to see, hear, speak, and communicate clearly. Manual dexterity is needed for operating standard office equipment. This role requires the ability to stand, walk, bend, and lift up to 50 pounds. It may involve regular exposure to outdoor environments and active work sites. Use of personal protective equipment (PPE) may be required depending on the task. Some positions may require travel between job sites.

  • Work Environment:

For operations roles: Work may be performed in both indoor and outdoor environments, including active job sites with varying weather conditions and potential exposure to noise, dust, and other occupational hazards. Safety protocols and personal protective equipment (PPE) are provided and required as appropriate.
