
[What the role is]
You will be part of JTC’s Centre for Information Management (CIM), which will play a key role in transforming JTC’s future workplace. Our team aspires to delight our users (colleagues) with timely access to relevant information and with the most intuitive user experiences to make their lives easier. We seek also to build a rich base of knowledge assets that anchors organisational knowledge transfer through generations of JTC officers and to protect JTC’s interest with good records and information governance.
We know that achieving this vision will require bringing people with diverse backgrounds, expertise and experiences together to build a team capable of uncovering the diverse information needs and behaviours of JTC officers, designing information architecture that meets these needs and planning long term to effectively manage and protect evolving JTC information assets.
[What you will be working on]
General
- Manage operational processes, track issues and assist in estimating resource needs and schedules
- Plan, manage and deliver projects timely within allocated budget, resources and scope through effective internal and external stakeholders management.
- Develop clear and impactful presentations with well-constructed narratives and visually accessible content that aid readability and purposeful engagement of stakeholders
Solutioning & Development
- Plan, prioritise, coordinate and conduct user requirements analysis, conceptual modelling, and user/usability testing
- Develop and produce design briefs, project briefs and service concepts for new, and upgrading information management systems using participatory and iterative design techniques, including observational studies, customer interviews, customer journey mapping, and other forms of requirements discovery
- Produce user requirements specification, personas, storyboards, scenarios, flowcharts, design prototypes and design specifications
- Lead cross-divisional information management solution development initiatives and planning, specifically to steer the deployment of ICT investments and ops process changes to meet business requirements
- Plan and drive engagement sessions with senior management and business users to co-create solutions and the formulation of new operating models
- Develop and continually refine the design of information/service architecture, user interactions and CIM’s operational frameworks.
Operations
- Manage JTC’s physical and digital record holdings and related information systems in compliance with relevant legislation and government guidelines
- Manage the physical records digitisation operations, supervise and train digitisation team, ensure digitisation service and quality standards are met, coordinate and deliver progress reports
- Develop and administer clear policies, guidelines and resources (e.g. File Classification Plan, Organisational Taxonomy, Records Retention Schedules) to effectively govern the management of holdings and use of related information systems, and support business continuity
- Provide information advisory services to JTC staff at all levels on records, information and knowledge management matters
[What we are looking for]
- Practical work experience and training in Information and/or Records Management, particularly in the lifecycle management of Digital Records/Information preferred
- In-depth knowledge and experience within a relevant service design discipline (i.e. Service Design, Business Design, Information Design, Interaction Design) is a bonus
- Strong project and people management skills. Must be able to function as a project leader as well as an individual contributor
- Competent in defining, planning and managing delivery of information/knowledge management solutions
- Ability to interpret user (internal and external) needs and analyse/ interpret data
- Possess a strong command of the English language and has the capability to synthesize and present information clearly
- Skilled and competent in organising thoughts with speed, communicating with clarity and impact, as well as articulating and presenting ideas clearly and persuasively
- Thrives on being meticulous and a multi-tasker who can adapt and keep to tight timelines and sudden deadlines.

The Centre for Strategic Infocomm Technologies (CSIT) is a technical agency in the Ministry of Defence that harnesses advanced digital technologies to meet Singapore’s security needs.
