
[What the role is]
The Operator Tenancy Management Department (OTMD) is the operation arm of the Operator Management Division (OMD) that oversees the management of new hawker centres (known as aka Socially-conscious Enterprise Hawker Centre (SEHC)). OTMD works closely with appointed operators to ensure smooth management and operations of the hawker centres.
[What you will be working on]
The main job responsibilities of this position are as follows:
Oversee a portfolio of 2-3 hawker centres managed by Operator
Oversee and manage contract and tenancy agreement signed with Operator to ensure compliance and alignment with national hawker policies
Monitor performance of Operator and carry out audit inspections on Operator’s performance
Monitor and review report submissions by Operator (monthly, quarterly, etc)
Manage feedback from feedback providers professionally, including report writing, to ensure that their feedback is being addressed or resolved promptly in accordance with NEA’s service standard
Work with Operator to respond to incident-reporting, emergencies or service disruptions within service standards and put up such reports to management in a timely manner
Maintain the tenancy records of the portfolio of centres and upload tenancy records prepared by the Operator into the Hawker Centre Management System on a monthly basis
Certify void reports (for centres with vacant stalls) to be sent to respective Town Councils on a monthly basis
Certify invoices such as fees to Operator to be paid on a monthly basis
Prepare reports, papers and presentation materials as well as present to senior management and stakeholders where necessary
Apart from Operator and stallholders, to engage government agencies, partners, and stakeholders such as grassroots leaders, Advisers, and Town Councils as and when required
Any other tasks as assigned
[What we are looking for]
The job might be for you if you possess the following qualities:
Enjoy field work and comfortable in market/ hawker centre environment
A good grasp of operational issues such as facilities and tenancy management
Prior work experience in project & facilities/ building management, estate/ tenancy management, enforcement and contracts management (including managing Operator) would be an advantage
Strong stakeholder management skills and able to maintain composure under challenging circumstances to resolve conflicts
Be able to foster partnership with stakeholders and build win-win relationships
Team player with possession of leadership qualities
Independent, resourceful, meticulous and able to multi-task to meet tight deadlines in a fast-paced environment
Able to work after office hours, weekends and Public Holidays when required
Possesses good analytical, problem-solving and project management skills
Good writing, interpersonal and presentation skills
Proficient in Microsoft Office Applications
Physically fit and fully vaccinated
Valid driving licence and ownership of a personal vehicle (car, motorcycle, etc.) will be an advantage.
