Job Description

1. Business Analysis & Demand Management

  • Lead the elicitation, documentation, and management of complex functional and non-functional requirements using Agile methodologies and structured frameworks.
  • Conduct detailed process mapping and "as-is/to-be" analysis to identify inefficiencies and root causes, recommending process re-engineering where appropriate.
  • Expertly draft user stories, acceptance criteria, and technical specifications to ensure a common understanding between business users and technical delivery teams.
  • Facilitate high-impact stakeholder workshops and interviews to validate business objectives and ensure solution alignment with operational needs.
  • Support the prioritisation of business demand by assessing business value, dependencies, effort and organisational priorities
  • Conduct feasibility studies, impact assessments, and gap analyses to support solution recommendations.
  • Develop business cases and support cost-benefit analysis where required.
  • Maintain requirements traceability throughout the project lifecycle.
  • Validate solution scope against approved business requirements and manage requirement changes.
  • Support User Acceptance Testing (UAT) planning, execution, defect triage, and business sign-off.

Digital Business Enablement & Advisory

  • Partner with assigned business units as the primary Business Analyst and trusted technology advisor, supporting the business in defining technology requirements for the end-to-end technology delivery lifecycle
  • Build trusted relationships with business leaders and stakeholders.
  • Deeply understand business strategies and operational workflows to identify pain points that can be addressed through technical intervention or process re-engineering.
  • Provide technology advisory services to help business units achieve their strategic objectives.
  • Act as the single point of contact for technology demand, ensuring seamless engagement between business and D&T.
  • Support and promote digital transformation initiatives within assigned business domains.
  • Partner with business stakeholders to prioritise initiatives based on strategic value, business impact, urgency and available capacity.
  • Facilitate planning discussions across business and D&T teams.
  • Deliver results at the departmental level, ensuring technology solutions have a longer-term impact on operational targets

Digital Transformation, AI & Innovation

  • Identify opportunities to leverage:

    • Evaluate how technology can improve productivity, operational efficiency, customer experience and business outcomes.
    • Work with business stakeholders to develop digital transformation roadmaps.
    • Promote innovation by introducing new technologies and best practices.
    • Support AI adoption while ensuring alignment with governance, security and responsible AI principles.
    • Develop and maintain business technology roadmaps for the assigned business domains.
    • Collaborate with third-party technology vendors and implementation partners to review solution proposals, validate business requirements, and ensure deliverables meet agreed quality, security, and architectural standards.

Solution Planning & Technology Advisory

  • Work closely with Solution Architects to evaluate solution options and technical feasibility.
  • Participate in solution design discussions and architecture reviews from a business perspective.
  • Understand enterprise applications, system integrations, APIs and cloud technologies sufficiently to contribute to solution planning, relying on technical delivery teams for detailed application architecture.
  • Collaborate with technical delivery teams to ensure business requirements are translated into practical and scalable technical solutions.
  • Evaluate trade-offs between business value, technical complexity, implementation effort and long-term sustainability.
  • Ensure proposed solutions align with enterprise architecture, technology standards and organisational strategy.
  • Analyse solution options from business, operational and user perspectives, documenting recommendations and trade-offs.
  • Ensure business requirements remain aligned throughout solution design and implementation.

Governance & Stakeholder Alignment

  • Ensure initiatives comply with D&T governance processes and technology standards.
  • Facilitate governance approvals before project commencement.
  • Ensure stakeholders remain aligned throughout the project lifecycle.

Solution Delivery & Adoption

  • Support solution delivery by ensuring business requirements remain aligned throughout implementation.
  • Work closely with project managers, delivery teams and vendors to clarify requirements, resolve functional issues and validate delivered solutions.
  • Monitor vendor performance against agreed service levels, deliverables, and contractual obligations, escalating issues where necessary and fostering strong working relationships with external partners.
  • Monitor project progress, manage risks and dependencies, and ensure effective communication between technical delivery teams and business stakeholders.
  • Drive business readiness and adoption activities, including change management, stakeholder communication, and user engagement.
  • Track solution performance post-implementation, measuring outcomes against business goals and identifying opportunities for continuous improvement.

QUALIFICATIONS AND JOB REQUIREMENTS

Education

  • Bachelor’s degree in Business, Information Technology, Computer Science, or a related field. An MBA or related degree is a plus.

Experience

  • Minimum 5–7 years of experience in Business Analysis, Digital Transformation, Enterprise Applications or Technology Consulting.
  • Experience working with cross-functional teams, including engineering, data science, and external vendors, to deliver technology solutions.
  • Proven experience supporting or coordinating digital transformation initiatives and managing end-to-end technology delivery lifecycle.
  • Experience using business analysis and product management tools such as Jira, Confluence or similar platforms.
  • Experience supporting vendor management and solution delivery by ensuring third-party deliverables meet documented analytical specifications.

  • Business Analysis & Requirements Management: Ability to engage stakeholders, understand business processes and user needs, conduct structured analysis, define clear functional and non-functional requirements, and translate business challenges into practical technology solutions.
  • Stakeholder Engagement & Business Partnership: Ability to build trusted relationships, understand business strategy, and act as the primary technology advisor to business leaders.
  • Digital Transformation & AI Strategy: Expertise in identifying opportunities for automation, AI, and digital innovation to drive business value and operational efficiency.
  • Delivery, Vendor & Governance Oversight: Proficiency in coordinating end-to-end technology delivery, working with internal teams and third-party vendors, ensuring alignment with D&T governance, contractual commitments, and successful business adoption

OTHER SKILLS & KNOWLEDGE (BONUS TO HAVE)

  • Candidates with one or more of the following will have an advantage:
  • Experience in Business Analysis, Technology Business Partnering or Digital Transformation roles
  • Experience working in the education sector or early childhood sector will be an advantage.
  • Professional certifications such as PMI-PBA, Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), PMP, or Agile/Scrum certifications etc.
  • Exposure to AI, workflow automation platforms , or low-code/no-code solutions.
  • Familiarity with common enterprise SaaS systems (e.g. HubSpot, Workday, ServiceNow, or similar)
  • Knowledge of data analytics and visualisation tools such as Power BI, Tableau, or SQL.
  • Relevant postgraduate qualifications, such as an MBA or a Master's degree in Business, Information Technology, or a related discipline.
  • Familiarity with Singapore's AI governance landscape and PDPA requirements
