Job Description

Objectives

In alignment with BASF Quality Policy, oversee day‑to‑day quality management of the site to ensure raw materials meet production specifications and finished products satisfy customer expectations. Be responsible for ISO‑related audit activities, and maintain and continuously improve the company’s quality management system.

Main Tasks

Production Safety Responsibilities

‑ Serve as the Production Safety lead for the Quality & Technical Service Lab Department. Comply with the principle of “whoever is in charge of business shall be accountable for safety; whoever manages production and operations shall be accountable for safety”, and fulfil dual responsibilities for safety performance within the scope of assigned duties.

‑ Be in charge of department‑level safety training, retain relevant records, develop and control safety training plans, assess employees’ safety‑related performance and arrange additional training where required.

‑ Ensure tools, instruments and equipment within the department are correctly deployed for daily operations.

‑ Identify potential workplace hazards and unsafe employee behaviours, and take appropriate corrective actions to eliminate such risks.

‑ Identify all work activities within the department requiring job hazard analysis, organise risk analysis exercises and implement risk‑mitigation measures.

‑ Investigate all incidents and accidents occurring within the department to identify root causes, implement corrective actions, propose disciplinary recommendations for accountable parties and deliver follow‑up employee training.

‑ Secure a safe working environment for employees and contractors, including provision of appropriate personal protective equipment, tools and materials.

‑ Ensure the Quality Control Supervisor implements corresponding obligations in accordance with all safety procedures.

‑ Cascading corporate safety requirements to every employee and contractor within the department.

‑ Ensure all safety rules, procedures and safe working practices are fully understood and followed by all department employees and contractors.

Quality Management

‑ Schedule and oversee daily laboratory operations aligned with production and shipment plans.

‑ Ensure raw material and finished‑product conformance against specifications and requirements.

‑ Monitor raw material and finished‑product status in the SAP system; issue Certificates of Analysis (CoA) for delivered finished goods and obtain Quality Deviation Reports (QDR) for non‑conforming batches.

‑ Establish test methodologies for new raw materials and new products during new‑product launch phases.

‑ Guarantee effective implementation of the quality management system and maintain the system in compliance with ISO standards.

‑ Compile and analyse quality‑related data, and prepare relevant reports as requested by line management.

Metrology Management

‑ Take charge of calibration for trade‑related measuring instruments onsite, including management of calibration procedures, calibration schedules and calibration‑related budget.

Document Control

‑ Maintain and update laboratory operating manuals.

‑ Compile and revise quality‑control manuals.

‑ Ensure proper retention of all quality‑control‑related records.

External Audits

‑ Plan, organise and execute internal and external audits for ISO 9001 and ISO 14001 to secure successful audit outcomes.

‑ Ensure timely completion of all corrective actions.

Customer Complaint Handling

‑ Lead customer‑complaint investigations.

‑ Conduct root‑cause analysis, define corrective actions, and monitor timely closure of such actions.

‑ Host customer visits, build sound working relationships with customer quality teams and capture customer requirements.

Product Stewardship

‑ Act as the site Product Stewardship focal point; collaborate with Greater China and Asia Pacific Product Safety & Stewardship (PSS) teams to prepare Material Safety Data Sheets (MSDS) for products and raw materials used onsite, and deliver relevant training for internal stakeholders.

5S Management

‑ Implement and sustain well‑organised laboratory working environments in compliance with corporate 5S policies.

People Management

‑ Set performance objectives for direct reports and conduct performance evaluations.

‑ Formulate individual development plans for direct reports based on incumbent competencies and business requirements.

‑ Address inappropriate behaviours of direct reports, and coordinate with Human Resources to administer disciplinary procedures per corporate policies.

‑ Foster an inclusive, transparent and high‑performance working culture to support talent development and retention.

‑ Manage attendance, overtime, training and leave arrangements for direct reports in line with business needs, corporate policies and applicable laws and regulations.

Budget Management

‑ Develop, monitor and optimise annual quality‑function budgets in compliance with quality policies and compliance obligations.

‑ Strictly adhere to corporate finance and cost‑accounting rules. Deploy effective measures to cut maintenance costs, reduce material losses and eliminate waste.

Other Assignments

‑ Perform other duties as assigned by the line manager.

Requirements

  • Education: Bachelor’s degree or above, major in Chemistry, Chemical Engineering, Applied Chemistry, Polymer Chemistry.
  • Working Experience: Minimum 5 years of working experience in quality management and laboratory management within the chemical industry.

‑ Sound knowledge of polymerisation and polymer science.

‑ Bilingual proficiency in Chinese and English for day‑to‑day business delivery.

‑ Competency in office software and enterprise applications including SAP.
