Job Description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

(This is a fixed-term contract position of 2-year with possibility for renewal subject to organisational needs and individual performance.)

The Assistant Manager, Data Analytics Operations, is responsible for the daily operation and support of the Data Analytics Infrastructure and Enterprise Data Analytics Platform, ensuring the timely delivery of high-quality, reliable data and AI services that support critical business functions. This role is pivotal in maintaining the efficiency, stability, and scalability of data and AI services across the Authority. In addition to technical responsibilities, the Assistant Manager requires strong vendor management skills, effectively coordinating with external partners to resolve system issues and incidents. The role also requires expertise in cloud technologies, leveraging cloud-based solutions to optimize data management, enhance performance, and support the evolving needs of the Authority’s digital landscape.

You will be responsible for:

  • overseeing the daily operations and supporting of the Data Analytics Infrastructure and Analytics Platform, ensuring consistent delivery of high-quality, reliable data and AI services;
  • monitoring and maintaining the performance, availability, and scalability of data pipelines, analytics tools, and AI services to support business-critical functions;
  • collaborating with cross-functional teams to ensure the analytics platform aligns with business needs and supports data-driven decision-making across the organization;
  • managing and coordinating with external vendors and service providers to resolve system issues, incidents, and ensure service-level agreements (SLAs) are met;
  • implementing and maintaining cloud-based data solutions, optimising data storage, processing, and access across the digital ecosystem;
  • ensuring compliance with data governance, privacy, and security standards in all analytics operations;
  • supporting the deployment and integration of AI and machine learning solutions, including chatbot technologies such as Microsoft Copilot, to enhance operational efficiency and user experience;
  • contributing to the continuous improvement of analytics capabilities by identifying opportunities for automation, innovation, and adoption of emerging technologies;
  • maintaining documentation and operational procedures for analytics systems, ensuring knowledge transfer and operational continuity; and
  • performing any other duties from time to time as reasonably assigned by the Authority.

You should:

  • possess a Bachelor’s degree in Computer Science, Information Technology, Data Science, or a related field;
  • have minimum of 5 years of experience in managing data analytics platforms, infrastructure operations, or enterprise data systems;
  • have hands-on experience with data processing, ETL/ELT pipelines, and cloud-based data platforms (e.g., Azure, AliCloud, AWS);
  • have strong understanding of data governance, data security, and compliance frameworks;
  • have proven ability to manage vendors and external service providers, ensuring timely resolution of issues and adherence to SLAs;
  • have excellent problem-solving, communication, and stakeholder management skills;
  • have experience with DataOps practices, including data cataloging, monitoring, and quality assurance;
  • have knowledge of scripting or programming languages (e.g., Python, SQL) is preferred;
  • have relevant certifications, such as Azure or AliCloud Data Engineer, are highly desirable;
  • be familiar with AI/ML technologies and their application in analytics and automation; experience with tools like Microsoft Copilot is a strong advantage;
  • be proficient in written and spoken English and Chinese; and
  • have excellent communication and collaboration skills to effectively work with technical and non-technical stakeholders.

About West Kowloon Cultural District Authority

Stretching across 40 hectares of reclaimed land, WestK is one of the largest cultural projects in the world, blending art, education and open space.

Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate. Providing 23 hectares of public open space with two kilometres of vibrant harbour-front promenade it will also include a variety of arts and cultural facilities that will produce and host world-class exhibitions, performances and arts and cultural events.

A Development Plan for the District, based on well-received Foster + Partner’s Conceptual Plan, was approved by the Chief Executive-in-Council in January 2013. Overlooking the magnificent Victoria Harbour, the District will begin to take shape over the next decade.

By developing this sizable project in phases we can start to bring the district to life. The Xiqu Centre, Freespace, Art Park, M+, Hong Kong Palace Museum and Lyric Theatre Complex, will be developed as a first batch of facilities aiming for opening to the public.
