Job Purpose: Engineer - SCM Civil & Structure is responsible for the sourcing required components and execution of civil and structural engineering tasks for renewable energy projects, ensuring that all construction activities meet technical specifications, quality standards, and project timelines. The role involves optimizing resource mobilization, monitoring progress, and collaborating with contractors and teams to address challenges and implement design improvements. Additionally, the engineer ensures proper documentation, contract management, and compliance with safety protocols to achieve seamless project delivery.

Principal Accountabilities Statutory Payments and MIS Coordination

  • Coordinate and process bilateral bill payments, one-time GNA payments, connectivity application payments, and other statutory payment requirements.
  • Coordinate vendor payments including notary charges, DSC charges, title report charges, and other project-related documentation expenses.
  • Maintain payment-related MIS with details of payment status, approval status, vendor details, supporting documents, and timelines.
  • Ensure timely follow-up with finance, project, regulatory, and vendor teams for payment processing and closure.

Connectivity Application and MIS Management

  • Support preparation and submission of connectivity applications as per applicable regulatory and procedural requirements.
  • Coordinate DPR creation for application fees and ensure timely regularization through NIS creation.
  • Coordinate generation of CEA URN certificates and maintain project-wise records.
  • Arrange and track affidavit, title report, DSC creation, and other mandatory documents required for connectivity applications.
  • Maintain complete MIS for each connectivity application, including application status, pending actions, document readiness, payment status, and submission milestones.

Bank Guarantee Submission and Extension Coordination

  • Coordinate submission of new CONN-BG and LAND-BG as per project and regulatory requirements.
  • Prepare and process internal approval notes for issuance of CONN-BG and LAND-BG, including CEO approval wherever applicable.
  • Coordinate preparation and review of draft CONN-BG and LAND-BG documents with concerned teams.
  • Prepare covering letters for submission of CONN-BG and LAND-BG to the relevant authority.
  • Coordinate mail-based and physical submission of CONN-BG and LAND-BG and maintain proof of submission.
  • Track validity of existing CONN-BG and LAND-BG and coordinate timely extension approvals.
  • Prepare covering letters and coordinate submission of extension BGs through mail or physical mode, as required.
  • Maintain BG-related MIS including issuance date, validity, extension due date, approval status, submission details, and project-wise records.

CEA Application Coordination and Compliance Records

  • Coordinate preparation and submission of CEA applications for project assets and facilities.
  • Support CEA application submissions related to switchyard elements including transmission line, GIS, power transformer, switchgear, SVG, and harmonic filter systems.
  • Support CEA application submissions related to REGS assets including solar blocks, wind WTGs, and BESS facilities.
  • Coordinate review, compilation, and submission of compliance reports against CEA observations and approval requirements.
  • Maintain project-wise folders for CEA approvals, compliance reports, correspondence, and supporting documents.
  • Update MIS with CEA application status, compliance status, approval dates, pending observations, and record availability.

CON4 Technical Data Submission

  • Coordinate preparation and submission of CON4 applications as per applicable connectivity and technical data requirements.
  • Coordinate submission of technical drawings, equipment details, and other required technical documents.
  • Arrange submission of notarized compliance documents and maintain supporting records.
  • Maintain project-wise records of CON4 approvals, connection approvals, submitted drawings, compliance documents, and related correspondence.
  • Track CON4 submission status and update MIS for pending actions, approval progress, and final closure.

Internal and External Coordination

  • Coordinate with internal departments including regulatory, finance, project execution, engineering, legal, and management approval teams.
  • Liaise with vendors, consultants, notaries, DSC service providers, title report consultants, and other external agencies for timely document readiness.
  • Support submission-related communication with statutory and regulatory authorities, wherever required.
  • Liaise with Government offices, statutory bodies, and concerned authorities as required for application submission, document clarification, follow-up, approval coordination, and compliance-related matters.
  • Ensure timely follow-up, escalation, and closure of pending actions to avoid delays in application, payment, BG, and approval processes.

Documentation, MIS and Record Management

  • Maintain accurate and updated MIS for payments, connectivity applications, bank guarantees, CEA approvals, CON4 submissions, and compliance reports.
  • Ensure proper indexing, filing, and project-wise storage of approvals, applications, payment proofs, BG records, technical drawings, compliance documents, and authority correspondence.
  • Prepare periodic status updates and reports for internal review and management monitoring.
  • Ensure documentation completeness, version control, and traceability for audit and regulatory review purposes.

Required Competencies

  • Good understanding of regulatory documentation, connectivity application processes, BG submission requirements, and statutory payment workflows.
  • Strong coordination skills with the ability to follow up with multiple stakeholders and drive timely closure.
  • Ability to coordinate and liaise effectively with Government offices, regulatory authorities, and statutory agencies for timely resolution of project-related requirements.
  • Proficiency in MIS preparation, document tracking, record maintenance, and status reporting.
  • Good drafting skills for covering letters, internal approval notes, compliance submissions, and formal correspondence.
  • Attention to detail in document verification, payment tracking, approval records, and regulatory submissions.
  • Working knowledge of MS Office tools, especially Excel, Word, Outlook, and shared document repositories.

Key Result Areas

  • Timely processing and tracking of statutory and vendor payments.
  • Complete and accurate connectivity application documentation with updated MIS.
  • Timely issuance, submission, extension, and tracking of CONN-BG and LAND-BG.
  • Successful coordination of CEA applications, compliance reports, and approval records.
  • Timely submission and record maintenance of CON4 technical data and connection approval documents.
  • Accurate project-wise documentation repository and periodic management reporting.
  • Graduate degree in Engineering, Commerce, Management, Law, or any other relevant discipline. Post-graduation or additional certification in project management, regulatory affairs, or documentation management shall be an added advantage.
  • Relevant experience in regulatory documentation, project coordination, statutory submissions, MIS management, vendor coordination, or power sector approval processes.
  • Prior exposure to renewable energy, transmission, connectivity applications, CEA processes, bank guarantee coordination, or Government office liaisoning shall be preferred.
