Assistant Facility Manager (Technical & Soft services)

About the Role

The Assistant Facility Manager (AFM) is a key member of the facilities management team responsible for delivering world-class operational service delivery across both hard and soft services. This role supports the Facility Manager in ensuring safe, reliable, and high-quality building operations for premium commercial assets while maintaining exceptional customer satisfaction. The AFM must be technically proficient, organized, and client-focused, working collaboratively to ensure operational excellence, regulatory compliance, and continuous improvement across all facility services.

Roles and Responsibilities

Technical Operations & Building Systems Management

  • Support daily operations and performance of HVAC, electrical, mechanical, plumbing, fire protection, and life safety systems
  • Monitor building systems, respond to operational issues, and coordinate maintenance activities to ensure uninterrupted service and occupant satisfaction
  • Oversee day-to-day facility operations including janitorial, maintenance, repair, and pest control services
  • Routinely inspect the building to ensure suppliers are meeting contractual agreements and service standards

Maintenance & Contractor Management

  • Coordinate preventive and corrective maintenance programs in line with statutory and client requirements
  • Manage relationships with contractors and service providers across both technical and soft services
  • Review, prioritize and determine activities required for completion of work orders, ensuring complex work orders are planned and executed on time
  • Review work quality, support cost and performance tracking, and oversee daily work order management for impeccable performance

Performance & Service Delivery

  • Assist the FM in meeting or exceeding site Key Performance Indicators (KPIs) for both technical and soft services
  • Monitor service level guidelines weekly to identify potential off-track areas and plan corrective actions accordingly
  • Ensure client satisfaction with delivery of Facility Management services and provide a lead role in monitoring and increasing customer satisfaction
  • Provide quality analysis of customer feedback on an ongoing basis and develop effective response plans

Safety, Risk & Regulatory Compliance

  • Support compliance with BCA, SCDF, MOM, and other relevant local regulations and codes
  • Assist in statutory inspections, certifications, risk assessments, and regulatory reporting to ensure a safe and compliant workplace
  • Assist in completion of building audits and ensure adherence to safety protocols across all operations

Financial Management & Procurement

  • Support financial reporting, capital and expense budget preparation, variance reporting, and successful completion of client initiatives and KPIs
  • Support purchase requisitions, quotations, and approvals, ensuring alignment with budgets and company policies
  • Maintain finance trackers, assist with cost control, and ensure compliance with procurement and audit requirements
  • Responsible for invoice upload to AP system for FM review

Projects & Continuous Improvement

  • Support planning and execution of asset enhancement and improvement projects, including minor upgrades and refurbishment works
  • Coordinate with consultants, contractors, and internal stakeholders to ensure timely, cost-effective delivery
  • Recommend continuous quality improvement practices and identify business efficiencies across both technical and soft services

Team Support & Development

  • Support daily supervision and development of on-site engineering staff, vendors, and service providers
  • Promote a strong culture of safety, accountability, and service excellence
  • Work collaboratively with the facilities team, demonstrating willingness to learn and adapt while working without direct day-to-day supervision

Qualifications

Education & Experience

  • BA/BS degree or Diploma in Mechanical, Electrical, Building Services Engineering, Facilities Management, or equivalent facilities work experience and education
  • Minimum 5 years' experience in building operations, facilities management, or engineering services within commercial, mixed-use, or industrial assets
  • Knowledge of commercial real estate, building systems, accounting, and financials desired

Technical & Professional Skills

  • Strong working knowledge of M&E systems, critical equipment, and statutory requirements in Singapore
  • Computer proficiency with CMMS (Computerized Maintenance Management System), MS Office including Word, Excel, PowerPoint and Outlook
  • Experience with maintenance reporting tools and work order management systems
  • Excellent communication, presentation, client service and follow-up skills
  • Strong coordination and problem-solving skills with attention to detail

Leadership & Personal Attributes

  • Demonstrated readiness to take on supervisory or assistant manager responsibilities
  • Exposure to project coordination and team support functions across technical and soft services
  • Proactive, hands-on, and service-oriented mindset with effective time management skills
  • Ability to work independently while maintaining first-class customer experience
