About the Position: This position is responsible for the day-to-day operations of the health services and programs provided by the Health Services Agency, ensuring compliance with all applicable Local, State and Federal laws and regulations. They are also responsible for contract development, personnel, and building projects for all divisions of the Health Services Agency. Performs related administrative and professional work as required. Working under the direction of the Executive Director, they provide supervision to Division Directors and administrative staff of the Health Services Agency. This management level position serves as part of the Health Services Agency Management Team and reports organizationally to the Health Services Agency Executive Director, and functions as the assistant department head.

Examples of duties

  • Assists the Executive Director in assessing program needs and plans and oversees the implementation and administration of the services to meet these needs.
  • Implements operating policies for the Health Services Agency and establishes procedures to ensure compliance with all applicable Federal, State and Local laws and regulations.
  • Assists the Executive Director in developing, implementing and evaluating long-range management strategies and service objectives.
  • Assists the Executive Director in coordinating the activities of the Health Services Agency with related Federal, State and Local agencies to maximize revenue and eliminate duplication of services.
  • In cooperation with the Assistant Executive Director, Administration, develops, implements and monitors the Health Services Agency’s annual plans, contracts and budgets necessary for operations.
  • Supervises, trains, coordinates and evaluates the performance of Health Services Agency personnel; makes recommendations to the Executive Director regarding hiring, disciplinary action and dismissal of Health Services Agency personnel.

Qualifications

Minimum Qualifications

  • Graduation from an accredited college or university with a Master’s degree in a health care related field and;
  • Two (2) years of health care administrative experience which included supervisory responsibilities.
  • Other combinations of education and experience may be considered.

OR

  • Graduation from an accredited four-year college or university with a Bachelor’s degree in a health care related field and;
  • Four (4) years of progressively higher levels of health care administrative experience which included supervisory responsibilities.
  • Other combinations of education and experience may be considered.


License & Special Requirements:

  • Possession of, or ability to obtain and maintain, a valid California Class C driver's license and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

The department is currently recruiting for one (1) vacancy

Tehama County is establishing an eligibility list to fill future full-time vacancies for an Assistant Executive Director, Program, as well as subsequent vacancies which occur during the life of the eligibility list.

Tentative Interview Dates:
1st - Thursday, September 24, 2026 from 1:00pm to 5:00pm.
2nd- Tuesday, September 29, 2026 from 1:00pm to 4:00pm.
*Only the most qualified candidates will be invited to interview.
New employees should anticipate being hired at the beginning step of the salary range. Candidates who exceed entry level qualifications may be considered, with approval from the Board of Supervisors, for placement at other than A step.
