The Work You Will Do:

This position will collaborate closely with Business Intelligence (BI) technical staff and Tolls Team in the definition and assimilation of new facilities, tolling implementation, and reporting requirements while assisting with loading, processing, and validating of data into the Data Warehouse, ensuring data completeness and accuracy.

Your Specific Responsibilities:

Oversees resolution of construction claims disputes including the independent formulation of the Department’s position. Coordinates all necessary District Construction functions with the Office of the General Counsel. Represents the Department resolving disputes as may arise out of the construction contracts and in negotiations concerning changed conditions, extra work and contract time extensions. Acts as the Department’s representative during construction claims trials, at court ordered mediation conferences or voluntary mediation conferences and at formal negotiations sessions.

Manages in-house and consultant employees by communicating regularly, motivating, training, evaluating, and planning and directing employee’s work. Guides subordinate employees to improve the quality and quantity of work performed while conducting work activities. Manages the activities of the District Construction plans review staff and plans workloads, workflows, deadlines, work objectives and time utilization with employees. This includes coordination with the Design Section to maximize contract document quality and minimize time and cost overruns associated with contract documents, including those related to utility issues.

Renders interpretations of the State Specifications and Procedures in regard to specific contract requirements and intent. Provides administrative guidance and direction to the operations centers in the preparation of construction contract amendment documents, including involvement in Dispute Resolution Board (DRB) activities.

Manages District Construction activities in support of the District Construction Warranty program. Works with the District Construction Quality Assurance Engineer to evaluate contractor performance, determines compliance and reviews unsatisfactory performance during the warranty period. Oversees all other miscellaneous issues related with warranties including quarterly summary reports. Ensures appropriate corrective action is taken by the operations centers. Oversees coordination of Quality Assurance Reviews (QARs) by visitors and ensures QARs are well organized. Assists District Construction Engineer in providing responses to any issues raised by the QAR. Oversees distribution of reviews and ensures timely responses are provided.

Maintains a strong working relationship with representatives of the Florida Department of Transportation Central Office and the Turnpike Materials Office and Gainesville Materials Office, other governmental agencies and officials and representatives of various affected cities and municipalities. Acts as liaison as necessary to disseminate information on roadway and bridge construction projects to all stakeholders.

Serves as the delegate for the District Construction Engineer in his or her absence. Develops appropriate performance measures and incorporates those measures into a meaningful and up to date Business Plan. Ensures employees are actively engaged in the development, implementation, monitoring and updating of Business Plan activities and the Plan’s performance measures. Signs and seals engineering documents. Performs other duties as required.

  • Interpret State and Federal Legislation, Rules, and Policies Related to Construction Program
  • Supervise, Lead, Manage and Work with Diverse Groups of People.
  • Communicate Technical Information Verbally and In Writing.

Other Job-Related Requirements:

Must be a registered Professional Engineer in the State of Florida.
