Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut. Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness.

But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.

The Government Contract Compliance and Data Strategy department is responsible for ensuring the agency’s compliance with government contracts, and overseeing Breaking Ground’s data collection and analytics, and quality assurance efforts. This department plays an integral role in Breaking Ground’s overall mission by ensuring that our work is data informed, high quality, and meets contract and regulatory compliance standards.
Reporting to the Assistant Vice President, Data Operations and Strategy, the Senior Director, Data Analytics manages the organization’s data as a critical asset of the work; delivering insights that improve decision making and foster innovation. They enable and support the effective use of data for multiple purposes that make an impact at the organizational, community, and external levels.

The Senior Director manages the data analytics team and provides technical expertise and leadership; sets priorities for the team and ensures consistent, accessible data practices across overlapping data systems and areas of work.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Team management
◦ Successful oversight and performance management of the Assistant Director and the data analytics team
◦ Responsible for implementing supervisory strategies, and systems of accountability to ensure that staff have adequate support, guidance, and oversight at all times
• Analytics and performance:
◦ Transform data into actionable insights
◦ Design detailed, user-friendly dashboards to empower evidence-based decision making by senior leadership
◦ Respond to requests and ensure communication of findings throughout organization
◦ Connect data learnings to quality assurance needs
• Data strategy:
◦ Inform and implement the vision for how data supports innovation, alignment, and strategic impact across the organization
◦ Partner with the Assistant Vice President to set priorities
◦ Identify ways to manage imperfect data and develop strategies to fill gaps in data systems
◦ Manage cross-team data collaborations within organization
• Perform other duties as assigned
MINIMUM QUALIFICATIONS:
• Bachelor’s degree in a quantitative field (Statistics, Analytics, Mathematics, Computer Science) or equivalent experience
• Minimum 7 years experience in data analytics
• Experience and comfort with SQL, R, and other programming languages used for data analysis; and Power BI and other data visualization software
• Ability to read and document data methods in a variety of languages, such as R, Python, SQL
• Expert-level data processing skills and experience in any programming language used for data analysis
• Able to effectively deduce pain points and goals while working with others to strategize solutions
• Ability to clearly communicate data limitations and methods behind data outputs
• Ability to produce outputs from a variety of data systems to support and create regular reporting and institutional knowledge
