The University of Toronto Scarborough has been a leader in co-operative education and work integrated learning (WIL), for over 50 years. Co-op and Work Integrated Learning (WIL) give students an opportunity to apply skills learned in the classroom, and to expand their knowledge through related work experience. The Department of Arts and Science Co-op is responsible for preparing over 4,500 undergraduate students from 58 academic areas to compete for paid co-op work term opportunities. The department is also responsible for engaging industry partners who provide these work terms. A coordinated effort among the stakeholders of students, employers, and university co-op programming contributes to the development of well qualified graduates who are prepared to assume a productive role in society. Reporting to the Director, Arts & Science Co-op, the Assistant Director, Operations & Finance provides leadership for the department’s operational, financial, and administrative functions and plays a key role in advancing strategic priorities and objectives. Operating with a high level of autonomy, the position oversees day-to-day departmental operations, financial stewardship (including budgeting, forecasting, revenue administration, and co-op fee oversight), human resources management, and space and facilities planning, ensuring compliance with university policies, collective agreements, and legislative requirements. The role leads four key functional areas: operations (including space and facilities management), financial management, business intelligence, and student records and co-op job recruitment cycle operations.

Working closely with the Director, the Assistant Director provides comprehensive oversight of the department’s financial administration, including budgeting, forecasting, revenue management, internal controls, and co-op fees. This includes ensuring compliance with institutional policy, leading the development and recommendation of fee proposals, and monitoring, reconciling, and analyzing revenues to ensure accuracy, accountability, and alignment with approved budgets and forecasts.

The role is responsible for the strategic oversight of business intelligence functions, ensuring the effective collection, analysis, and reporting of data to inform decision-making, performance measurement, and continuous improvement. The Assistant Director also provides comprehensive oversight of student records administration and the end-to-end co-op job recruitment cycle, ensuring accuracy, integrity, timeliness, and policy compliance while supporting seamless academic and employment experience for students and employer partners.


In leading the operations function, the Assistant Director is responsible for the effective coordination and delivery of day-to-day departmental activities, ensuring operational continuity, service quality, and responsiveness to changing demands. This includes oversight of space and facilities planning, resource allocation, and operational risk management, with a focus on maintaining efficient, compliant, and well-integrated operations that support the department’s academic and service mandates.

The Assistant Director holds full managerial authority for administrative staff, including recruitment, performance management, and professional development, and fosters a positive departmental culture grounded in collaboration, accountability, and inclusive service excellence.

The Assistant Director provides expert advice on complex financial and operational matters, prepares briefing materials and reports, supports the development of new initiatives and budgets, and proactively identifies and resolves emerging challenges. The position plays a critical leadership role in aligning departmental operations with the Arts & Science Co-op mission, vision, and long-term strategic goals.

(I) EDUCATION:

Graduate degree in relevant area or an acceptable equivalent combination of education and experience. A professional accounting designation (CPA, CA/CGA/CMA) is considered a strong asset.

(II) EXPERIENCE:

Minimum of 6-7 years of related and progressive management experience with demonstrated experience in operational management, data management and financial management within a post-secondary environment. Demonstrated understanding and knowledge of co-op education in a post-secondary environment. Experience building and/or scaling up complex programs that required working with multiple constituent groups. Experience leading strategic planning initiatives and developing and implementing business plans and/or process to increase efficiency and optimization of resources (e.g. physical, human resources, financial, service delivery, etc.). Proven experience leading and managing unionized staff with complex Human Resource issues including performance management within a unionized setting. Demonstrated knowledge of human resources policies and procedures and collective agreement interpretation. Experience in data management to support decision analysis, program assessment, evaluation of service delivery and reporting of results. Demonstrated expertise in financial management, including budget modelling and forecasting. Experience working with and interpreting policies and procedures pertaining to budget, finance and academic administration. Experience with the University’s budget model, academic and financial policies, procedures, guidelines, systems, and structure is highly desirable. Demonstrated experience in liaising with senior administrators, responding to and handling matters of a complex and sensitive nature. Knowledge of labour, employment standards, health and safety, and sound management practice.

(III) SKILLS:

Strong business and finance acumen with the ability to research and analyze data to effectively identify trends and opportunities and mitigate risks. Expertise in Power BI preferred. Strong skills with the University of Toronto’s Administrative Management System (AMS), including the Financial Information System (FIS), and Human Resources Information System (HRIS), or similar large enterprise systems. Strong computer skills with high level proficiency in Microsoft Office. Proven leadership and change management skills; excellent interpersonal, communication and organizational skills; strong team-building skills; excellent analytical skills and an ability to solve problems creatively.
