Anticipated Hiring Pay Scale: Employees receiving a temporary promotion to a higher classification shall be placed at a step on the range of the higher classification, which provides no less than a 5% pay increase. The Assistant Director of Housing Services is an “At-Will Appointment” position reporting to and receiving overall policy guidance from the Director of Housing Services. An Assistant Director of Housing Services assists in the administration and coordination of Conventional Housing activities which involve more than one division; resolves sensitive problems which may involve effecting compromises of proposed actions.
ESSENTIAL FUNCTIONS:Acts on behalf of the Director of Housing Services during absences and as assigned; plans, organizes, assigns and supervises the work of the department including setting work priorities, determining methods and procedures to be used, resolving problems, and selecting alternatives. Initiates major needed project repairs and improvements; ensures satisfactory completion. Manages a staff of maintenance, clerical, custodial and paraprofessional personnel. Plans, organizes, coordinates, and supervises the activities of multi-family housing properties; works closely with in-house accounting personnel to manage asset performance for a multi-family housing portfolio.Monitors all operating results and forecasts financial activity. Evaluates financing and refinancing alternatives and strategies to maximize real estate value, including impact of financing on investment return, capitalization rates, and property valuation methods. Evaluates financial performance of real estate assets including cash flow projection and financial analysis, tax benefits of investment, and midstream investment analysis. Supervises and directs a variety of personnel activities including hiring, performance evaluations, training, and disciplinary actions. Interprets and explains Conventional Housing Services provisions of laws, rules, policies and agreements to HACLA officials, employees, employee organizations and the public. Keeps abreast of all local, State, Federal and other regulatory agency laws, rules, regulations and policies applicable to Conventional Housing programs to ensure compliance. Prepares budget estimates and justification for Conventional Housing programs; maintains cost controls to assure compliance with budget provisions. May assist with or lead division budget preparation process. Responds to and resolves difficult and sensitive citizen inquiries and complaints. May be required to drive a vehicle to different sites and/or locations.
Knowledge of operational characteristics, services, and activities of a comprehensive public housing program including maintenance; principles and practices of property maintenance and operations; principles and practices of property maintenance trades and requisite skills as well as the safety principles, regulations, and hazards associated with property maintenance activities; modern and complex principles and practices of public housing program development and administration.
Ability to manage priorities, resources, personnel, and deadlines with flexibility and be adaptable to frequent changes, often with little or no advance notice; plan, organize, direct and coordinate the work of assigned personnel; delegate authority and responsibility; provide administrative and professional leadership and direction for the Housing Services Department in assigned service area; analyze problems, identify alternate solutions, and project consequences of proposed actions and implement recommendations in support of goals; manage multiple projects and operations simultaneously; effectively prioritize work and ensure timely completion of projects; select, supervise, train, and evaluate staff. Lead others and foster a team-oriented environment in the pursuit of department and/or agency goals; assess and resolve problems effectively and efficiently; prepare and administer large and complex budgets and adapt to changes in budget and priorities; interpret and apply Federal, State and local policies, procedures, laws, and regulations; use multiple resources, quantitative, and qualitative research methodologies to captures and interpret information.
Bachelor’s degree from an accredited college in Public or Business Administration, or a closely related field, AND five (5) years progressively responsible experience in public or private housing administration and programs of which at least three (3) years were in a supervisory or management capacity over one or more major housing services department functions.
A Master’s degree in Business Administration is highly desirable. Certified Property Manager from IREM or Public Housing Manager (PHM) certification preferred AND two (2) years in a comparable position in the Private or Public Housing Administration. (CERTIFICATION MUST BE SUBMITTED WITH THE APPLICATION).
SPECIAL REQUIREMENTS: Must possess a valid Class "C" California Driver’s License.

Candidates will start at step one (1) of an eight (8) step salary range unless there are special exceptions in accordance with agency Personnel Rules.
