Competency and Capacity Building

• Assist the GCDto plan and oversee the recruitment and training of all staffand grassrootsleaders/volunteersincluding induction, orientation, milestoneprogrammesand other relevant courses/workshops.

• Engage GRAs, GRLs and ground staff toidentifyopportunities and gaps to build the competencies of staff and GRLs.

• Work with NACLI to plan, conceptualise,reviewand fine-tunethe contentsof the training workshopsand materials to ensure they are relevantforstaff and GRLs.

• Attend theinduction, orientation, milestone programmes and trainingworkshops for staff and GRLssoas toobservethe delivery, assess the relevance and effectiveness of these capability building initiativesthrough engaging the staff and GRLs.

• Initiate,planand conduct surveys and focus group discussions for staff and GRLsso as tounderstand their needs and competency, to better enhance the capability building initiatives.

• Work with COs and Volunteer Management (VM) Division to track, recruit andretainvolunteer pool in the GRC Clusterso as toachieveoptimalcapacity set by PAHQ for eachGRO.These include organising volunteer recruitment drives and volunteer orientation programmes at divisional and/or GRC-level.

• Monitor the representation of GRLs in the respective Division in the GRC Cluster tofacilitatea representative and healthy renewal of the grassroots movement

Governance forFinancial & ProcurementMatters

• Supervise the CO staff and GRLs to ensure that finance and procurement mattersare in compliancewiththe rules and regulations.

• Provide guidance and training to the CO staff and grassroots volunteers to ensure that the financial and procurement matters of the GROsare in compliance withthe rules,proceduresand accounting standards.

• Work with Finance and A&P Divisionsto organisetrainingworkshops for staff andGRLsto be familiar with latest financial requirements and procedures

• Work withHR,NACLI,Financeand A&PDivisionsfornew staffand GRLs to be trained within three months of appointment

• Develop internal checks and controls, SOPs and templates for proper accounting and compliance

• Conduct regularchecksand meetingswith CO staff at CO/GRC levelfor both internal and external audit to avoid/minimise anypossible auditobservation

• Supervise and guide staff to ensure smooth operations of the CO and provide up-to-date accounts and reports to management.

• Vet allreplies by COs for each audit observation raised by internal/external auditors.

• Regular checksby visiting the COstoensuretimelyclearance of quotation and tender documentsin the GRC.

• Attend the CO’s regular Governance meeting and provide supervision

• Confirmation ofnew vendors for payment in ACE.

• Analyse,consolidateandsubmitGROs’ financialreports and statements to GCD Office and/or CDD management

• Liaisewith Internal and External auditors for audits.

Minimum - At least five years of workingexperiencein a management position

Desired - Atleast five years of field experiencein PAor relevant experience involunteer management, accounts/ financial auditing
