The Department of Transportation & Capital Infrastructure is seeking an experienced and motivated Assistant Director to lead the Facilities Renovation team. The successful candidate will provide leadership and oversight of this program, to include the planning, design, construction, and furniture installation for the renovations and improvements of County owned and leased facilities.

In this position, the Assistant Director will:

  • Lead and manage a team of planning, design, project managers, and construction professionals.
  • Coordinate the procurement of professional services, construction contracts, and other various contracts.
  • Advise Department and County Leadership on policy matters.
  • Manage and coordinate emergency or ad hoc projects designated by the Director.
  • Provide strategic planning for the department’s long and short-term goals and objectives.
  • Develop and implement comprehensive plans for capital projects, ensuring alignment with the County's growth objectives and sustainability goals.
  • Present to community organizations, other County departments, the Loudoun County Board of Supervisors, Planning Commission, and in other public forums on a wide variety of capital facilities planning, design and construction projects and/or issues.
  • Employ exceptional interpersonal and communication skills to engage with stakeholders, community members, and decision-makers. Facilitate collaborative discussions, address concerns, and foster consensus among diverse groups.
  • Maintain a professional work environment in accordance with County policies and procedures.

We are seeking an experienced professional with:

  • A proven track record of success in leading and managing a team of professionals in the planning, design and construction industry, specifically related to running a large-scale renovation program.
  • A comprehensive knowledge of the theory, principles, and practices of facilities planning, engineering/architecture design, contract management and construction techniques.
  • Strong written and verbal communication skills and the ability to develop strong working relationships with other County staff, state agencies and regional partners.
  • An understanding and ability to interpret complex architectural, MEP, and structural construction documents.
  • A proven track record of developing and implementing process and policy changes within an organization.
  • Experience planning, developing, maintaining, and reporting on program budgets and the ability to develop a team that can manage project budgets.
  • Ability to solve common and unusual problems encountered during design and construction.
  • The skills to defend and negotiate agreements and contract resolutions concerning capital infrastructure projects.
  • Experience determining the best use of human, fiscal, and material resources.
  • Strong project management skills.
  • Proficiency in analyzing project scope, schedule and budgets and making recommendations to minimize impacts to projects.
  • Ability to meet deadlines in a fast-paced environment.
  • Ability to prioritize work for self and staff and manage multiple projects and tasks.

Salary commensurate with experience.

Qualifications

Bachelor's degree in Business, Planning, Public Administration, Architecture, Engineering, or related field with at least seven (7) years of directly related, progressively responsible work experience OR Master’s degree in Business, Planning, Public Administration, Architecture, Engineering, or related field with at least five (5) years of directly related, progressively responsible work experience. Equivalent combination of education and experience will be considered.

Three (3) years in a supervisory or management role preferably in a government setting.

Experience in local government or developing and running a large-scale renovation program preferred.

Supplemental information

The successful candidate must be available to support evening Board of Supervisor and Committee meetings as well as conduct or support project-related public information meetings and public hearings. Candidates must hold a valid driver’s license. The successful candidate will undergo a criminal background, credit, and DMV records check.
