The purpose of this position is to oversee daily operations and projects of the Community Development Department. This is accomplished by managing daily operations, developing and administering budgets, managing projects and supervising personnel. Other duties may include managing long-range studies, serving as the department liaison, assisting with special projects and interfacing with other City employees and citizens.

Examples of duties

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Oversees department activities by providing leadership to managers, supervising, hiring, training, and evaluating the performance of professional and supervisory assigned staff within the division, assisting in the preparation and maintenance of the annual department budget, assigning and evaluating special projects, and preparing reports
  • Assists or leads the coordination of development projects by chairing technical review committees, reviewing zoning cases and capital improvement projects, making comments and recommendations on projects, communicating with City Council and outside organizations on project progress and meeting and coordinating with other departments, developers and outside agencies to develop consensus and facilitate the process
  • Serves as board liaison to city boards or commissions, including making recommendations and developing training
  • Manages special projects and functions by conducting long-range studies, administering community development activities, developing and overseeing community outreach, developing goals, objectives and recommendations, supervising personnel and preparing and conducting presentations
  • Assists in the direction of and enforces compliance with City, State, and Federal laws, codes and regulations related to zoning, planning, development, and records retention
  • Monitors and evaluates the efficiency and effectiveness of methods and procedures, reallocating resources as needed and develops and monitors departmental goals and objectives
  • Analyzes and plans for the future needs of the division, including citywide planning challenges and future administrative needs of the division
  • Participates in City Council and other meetings in the director’s absence by representing the department in official and unofficial capacities, recommending and preparing agenda items and providing documentation on issues related to department activities
  • Responds to professional and citizen inquiries regarding department projects and programs
  • Operates under the City of Allen’s core values of People First, Respect, Integrity, Deliver and Excel

Qualifications

Education and Experience

Work requires broad knowledge in a general professional or technical field. Education and experience that provide the necessary knowledge and skills may also be considered, but a typical way to qualify is by obtaining:

  • a Master's degree and five (5) years of professional planning and community development experience including progressively responsible management and administration experience in a supervisory and leadership role

Certifications and Other Requirements

Valid Texas Class C Driver's License.

Preference for American Institute of Certified Planners (AICP) certification.

  • Budget development, forecasting, administration, and financial controls.

  • Urban planning and development and local government policies and procedures.
  • Housing, zoning, and economic development.
  • Research methods and statistical principles related to urban growth and development.

Skill in:

  • Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Providing outstanding customer service and conflict resolution.
  • Identifying opportunities to improve customer service and satisfaction.
  • Operating highly technical computer applications, such as GIS or CAD.
  • Analyzing problems, identifying alternative solutions, projecting the consequences of proposed actions, and implementing recommendations to support goals.
  • Reading and understanding City, State and Federal rules and regulations.
  • Creating, preparing, writing, and proofing reports, documents, and correspondence.
  • Working effectively in a high-pressure environment with changing priorities.
  • Effectively communicating in both oral and written formats.
