Job Description

Job Purpose

The Assistant Director: Asset and Inventory Management will be responsible for maintaining and managing the organisation's asset and inventory records in compliance with applicable financial legislation and accounting standards. The role ensures proper asset management practices, accurate reporting, and compliance with Public Finance Management regulations and financial reporting frameworks.

Key Responsibilities

Asset Management

  • Maintain and manage the entity's Asset Register in compliance with GRAP standards
  • Ensure proper recording, tracking, and reconciliation of assets
  • Monitor asset movements, acquisitions, and disposals.

Inventory and Stock Control

  • Manage and supervise stock verification processes, particularly related to confiscated marine, fisheries, and aquaculture resources.
  • Ensure accurate recording and monitoring of inventory levels.

Financial Reporting

  • Prepare supporting schedules, notes, and working papers for the Annual Financial Statements.
  • Ensure asset-related financial records comply with GRAP and applicable reporting standards

Compliance and Governance

  • Evaluate and monitor losses, damages, and disposal of assets
  • Maintain the lease register in compliance with GRAP standards
  • Ensure compliance with:
    • Public Finance Management Act (PFMA)
    • National Treasury Regulations
    • Supply Chain Management policies

Minimum Requirements

Qualifications

  • Diploma or higher qualification in Accounting, Finance, or related field.

Experience

  • 3 – 5 years' experience in Asset Management.
  • Experience working in an environment applying:
    • Public Finance Management Act (PFMA)
    • National Treasury Regulations
    • GRAP accounting standards
    • Supply Chain Management procedures
  • Candidates from the private sector must have experience in environments applying International Financial Reporting Standards (IFRS)

Technical Skills

  • Strong knowledge of asset management and financial reporting processes
  • Proficiency in MS Office Suite
  • Experience working with ERP systems such as Oracle Financials or SAP, particularly in asset management and general ledger modules
