Job Description

The Assistant Director and Chief of Police will protect the College’s investment in the academic core of the institution by building and managing a team of professional police/security officers to work closely and collaboratively with the campus community 24/7/365. The Assistant Director and Chief of Police’s experience/knowledge will be used to enhance the cooperation between students, staff and parents and how we can all work together for their own protection. As the primary liaison with the Easton police, they will help maintain the College’s renewed commitment to a strong and vital partnership with the City of Easton.

Duties and Responsibilities:

•Developing crime prevention and community policing strategies, safety education programs and campaigns, and other initiatives to foster a sense of Lafayette community involvement in and shared responsibility for safety and security. Community policing; interacting with students, administrators/staff /professors, guests and visitors. Gives needed information to citizens and others. Interaction with College Hill residents. Working together with Easton Fire Department firefighters, Easton Ambulance personnel, Easton Police Department officers and Forks Township police officers.

•Facilitating student learning and development and enhance the quality of life on campus; utilizing data to inform decision-making and communications.

•Developing a system for ongoing risk assessment and vulnerability analysis; serve as a primary liaison with the Easton Police and other law enforcement agencies, local officials, businesses and community organizations and other external stakeholders.

•Ensuring compliance with federal, state, local and institutional regulations, including all elements of the Clery Act, Title IX and other relevant laws and regulations.

•Supervise:

a.A Lieutenant, all Sergeants, campus police officers, security officers to ensure that all are doing their work properly

b.all “Special Duty” police

c.contract Security Officers should be issued radios and instructed on their duties that the College wished performed

d.student employees

•Responsible for:

a.reviewing the reports of officers for accuracy and thoroughness

b.completing evaluations of employees

c.provide supervision and/or assistance as necessary to officers in the investigation of criminal complaints and College rule infractions

d.preparation of cases for civil authorities and/or campus judicial proceedings

e.supervise all routine Public Safety operations and special events

•When necessary, apprehends, warns, or takes into custody violators of the law. Issue campus traffic citations, Pennsylvania non-traffic citations and Pennsylvania criminal complaints. Gives testimony in court.

•Provide regular reports to the Director of Public Safety concerning personnel performance, departmental operations and campus safety.

•Make recommendations to improve the capabilities and performance of the department.

•Make recommendations to improve department policies.

•Perform administrative tasks as assigned and other duties as directed by the Director of Public Safety

Qualifications

Knowledge and Abilities:

•Knowledge of the criminal and traffic laws, ordinances, and college policy, rules and regulations.

•Knowledge of the department’s policies and procedures along with recommending modifying

and formulating rules and regulations for the department.

•Knowledge of local geography, traffic conditions, places where people congregate.

•Knowledge of the problems and procedures involved in providing proper protection for persons and property.

•Knowledge of the types of communication that are useful and feasible in the department.

•Knowledge of detecting, apprehending violators and preparing proper charges against those who violate the law.

•Ability to analyze and interpret laws, ordinances, rules, regulations, standards, and procedures and apply them to specific cases and situations.

•Ability to organize officers work during an assigned tour of duty, analyze problems that arise, and develop effective work methods and procedures.

•Ability to give suitable assignments and instructions to Lieutenant, all Sergeants and officers on duty all or part of the assigned tour of duty, provide them with advice and assistance when difficult and unusual situations arise, and check their work to see that proper procedures are followed, that reasonable standards of workmanship, conduct and output are maintained, and that desired objectives are achieved.

•Ability to treat citizens and others with uniform courtesy and consideration.

•Ability to answer asked questions with courtesy and respect.

•Ability to establish and maintain helpful and cooperative relations with civic and all campus groups along with other citizens, organizations, court officers, and police authorities in other jurisdictions, and others interested in the maintenance of law and order.

•Ability to make the best use of available personnel and facilities in carrying out assigned duties.

•Ability to prepare and supervise the preparation of clear, sound, accurate, and informative reports and to keep and direct the keeping of needed policy records and files.

•Ability to utilize various types of electronic and/or manual recording and Information systems used by the agency, office or related units.

Requirements:

•At least 10 years’ experience in law enforcement/public safety is required, including at least five

years in an administrative and/or supervisory position

•Must be a graduate of a law enforcement academy (POST certified or equivalent). Additional experience in a residential college/university setting or in community policing is preferred.

•Must be eligible for Pennsylvania commission (PA residency required).

•Must possess a valid Pennsylvania driver’s license

•Must be able to successfully qualify semi-annually in the use of firearms both handgun and designated shoulder-fire weapons and must carry an issued department handgun while on duty.

•Required to pass a thorough physical and psychological examination to be administered by the Appointing Authority.

•Extensive, current knowledge of law enforcement; safety and security; college operations; and policies and procedures.

•Substantial knowledge of crime prevention, investigations, training, patrol, parking/transportation and traffic control and emergency medical services.

•An understanding of the goals of a residential, liberal arts college and commitment to student development

•Demonstrated skill in planning and policy development

•Strong oral and written communication skills

•The ability to interact effectively with diverse groups and individuals at all levels of the organization, as well as with outside agencies

•Excellent independent judgment; decision-making skills; a high degree of motivation and initiative are essential
