Summary

The purpose of this position is to advise and represent Webb County, Department Heads, and Elected Officials on Administrative Duties, Employment, and Procurement law.

This job works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of duties

  • Drafts and reviews contracts, policies, procedures, memoranda, and legal briefs.
  • Investigates employment matters, i.e., terminations, unemployment, etc.
  • Conducts legal review of open record requests under the Public Information Act.
  • Represents Webb County in arbitrations and civil service hearings.
  • Reviews contracts for the County and the County Juvenile Board.
  • Conducts legal research and analyzes statutes, regulations, and case law, monitoring legislative developments and how they affect County operations.
  • Assists elected officials and department heads in employment issues upon request by and with permission of Commissioners Court.
  • Advises Commissioners Court and, upon Court’s request, provides advice and counsel to department heads and elected officials.
  • Advises on compliance with state and federal laws.
  • Coordinates with outside legal counsel on active litigation, including responding to discovery requests, preparing case-related documentation, and attending mediations.
  • Performs related work as assigned.

Qualifications

  • Juris Doctorate Degree.
  • Must have been practicing law for five (5) years, preferred.
  • Three (3) years of government-related experience, preferred.

Other Requirements/Information

  • Must possess a valid and current Texas Driver's License with an acceptable driving history. *If the applicant holds an out-of-state license, a State of Texas Driver’s License must be obtained prior to employment.
  • The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required.
