CLASSIFICATION: Regular Non-Merit; serves at the discretion of the Central Services Director
PAY GRADE: 127 ($88,888.00 - $105,887.00) Depending on Qualifications
SAFETY SENSITIVE: No
The purpose of this job is to direct the activities of the Central Services Department. Duties and responsibilities include, but are not limited to, coordinating activities of central services administration, facilities management, fleet management, internal support, landscape management, and assisting with the overall administration of the Central Services Department, and performing additional tasks as assigned.
WORK SCHEDULE: Monday - Friday 8:00am - 5:00pm; some evenings.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy
Bachelor's degree in Public Administration, Business Administration, Engineering / Architecture, Landscape Architecture or related field.
Six years of progressive management level experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Four years of management level supervisory experience is required.
Must possess a valid driver's license.
Public experience preferred.
Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Performs duties of Central Services Director in his/her absence.
Directs, plans, and coordinates the activities of the various divisions of Central Services.
Ensures compliance with all federal, state, and local laws and regulations; ACCUG Policies; and Central Services policies and procedures.
Assists the Central Service Director in the oversight of department functions and projects, by directing, planning, and coordinating the activities of the various divisions of the Central Services Department.
Assists with the development, preparation, and management of the annual department budget, including the capital budget and affiliated SPLOST budgets.
Supports departmental procurement by developing solicitations, serving on selection committees, writing and managing grants, managing purchase orders, and providing periodic reports.
Supports the development and management of lifecycle programs for fleet, facilities, equipment, the 800 MHz system, parking decks and parking lots, and other capital assets managed or used by the department.
Reviews department job descriptions and performance evaluations for accuracy.
Supports the development and implementation of service delivery plans with other ACCGov departments.
Serves on department and government committees as assigned; attends various meetings, professional workshops, seminars, and conferences; makes presentations and speaks on behalf of the department in public and government functions.
Knowledge of the principles, practices, policies and procedures of the operations of the Athens-Clarke County Unified Government and the Central Services Department.
Knowledge of the management, operations, and functions of the government; organizational structure; and government practices, policies, and procedures as necessary in the completion of daily responsibilities.
Skill in determining and maintaining project scope and timeline, with particular attention paid to budgetary constraints.
Skill in reviewing and interpreting construction plans and engineered drawings.
Skill in managing internal service fund budgets, including the ability to forecast and manage expenses and accurately allocate expenses to customers.
Ability to use independent judgement and discretion in managing subordinates including the handling of emergency situations, determining procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
Ability to plan, organize, and/or prioritize daily assignments and work activities.
Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to prepare and deliver public presentations and to communicate effectively with elected officials, staff, citizens, and diverse special interest groups.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computer, calculator, and drafting instruments. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.

Requires the ability to prepare letters, memos, reports, charts, and graphs using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to executives, the public, employees, vendors, and consultants with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including legal, accounting, personnel, and computer terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize determine percentages, interpret graphs, compute discount, interest, profit and loss, ratio and proportion, perform calculations involving variables, formulas, square roots, and polynomials, and can perform algebraic operations including fundamental concepts of theory of rings, groups, and fields.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with computer software and drafting equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using office and drafting equipment.Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as office and drafting equipment. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
