Job Description

SALARY

$48,671.20 - $60,839.00

Under general supervision, the Asset System Analyst will be responsible for providing operations management support, data analysis, reports, and recommendations from data maintained in the Department's Operations Management System and other data repositories.

ESSENTIAL JOB FUNCTIONS:

  • Provide project life cycle management as it relates to the development of Parks and Recreation assets, including but not limited to, building asset data by transforming and integrating existing data, creating new data collection plans, testing new technology, documenting processes, and performing change management tasks.
  • Analyze and research data utilizing the Operations Management System to prepare cost projections, condition/aging analysis, and specialized reports and maps for staff and City Council.
  • Integrate and update the Operations Management System with completed maintenance and rebuild projects from field work activity, develop proposed maintenance and rebuild lists; and the ability to think critically and troubleshoot problems.
  • Design and create digital maps with geographic data and other data sets, identify patterns and trends by analyzing spatial data, and effectively visualize data using ESRI product suite software or other GIS software.
  • Develop asset-related training materials.
  • Perform regular administration of specific asset management modules, and work with other staff to complete or coordinate required system maintenance, modifications, and upgrades.

OTHER JOB FUNCTIONS:

  • K eep abreast of and communicate to management industry topics with regards to asset management.
  • Conduct new user and refresher training for users of asset management modules.
  • Provide back-up to the Operations Systems Administrator and the Asset Manager.
  • Other duties as assigned

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of office and administrative practices and procedures.
  • Ability to communicate clearly and concisely, both verbally and in writing.
  • Skill in using PC Software including current Microsoft Office Suite of applications.
  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
  • Skill with organization and attention to detail.
  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
  • Ability to work independently under general instructions.
  • Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
  • Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
  • Ability to prioritize deadlines and tasks.
  • Ability to learn new systems and procedures quickly.
  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.

  • Ability to provide back-up to the Operations Systems Administrator and the Asset Manager.
  • Ability to perform regular administration of specific operations management modules, and work with other staff to complete or coordinate required system maintenance, modifications, and upgrades; and the ability to coordinate the implementation of new systems, processes and practices.
  • Ability to develop operations-related training materials; the ability to conduct new user and refresher training for users of operations management modules; and the ability to write documentation including, but not limited to, training manuals, job aids and change logs.
  • Ability to learn park maintenance techniques; the ability to learn about various Parks and Recreation infrastructure types. Ability to learn about other various City assets and the ability to learn public sector operational techniques.
  • Ability to keep abreast of and communicate to management industry topics with regards to operations management; and the ability to write customer queries and reports to specification.
  • Ability to perform business intelligence and data analysis using current software tools, such as MS Power BI, Tableau, Python, SQL, and MS Excel.
  • Ability to leverage emerging AI technologies to assist with data analysis.

Qualifying Education and Experience:

  • Bachelor’s degree in public administration, Business Administration, Information Systems, Computer Science, or Applied Geography,
  • plus one (1) year experience in technology implementation and ongoing project management,
  • or equivalent combination of education and/or experience.

Preferred Qualifications and Experience:

  • Experience working with operations management systems, ESRI product suite, GIS and various databases, including Microsoft SQL Server.
