Job Description

The Asset & Maintenance Management System (AMMS) Manager is responsible for leading the Asset Management and Maintenance Systems function for Dubai Metro, ensuring the effective governance, development, implementation, and continuous improvement of asset management frameworks, maintenance strategies, maintenance systems, asset information, and engineering performance processes. The role ensures that asset management practices support safety, reliability, availability, maintainability, lifecycle optimisation, and contractual compliance across all operational and maintenance asset classes under the Keolis-MHI engineering framework.

KEY RESPONSIBILITIES

Strategic

  • Leads the development and implementation of asset management strategies aligned with business objectives, contractual requirements, and RTA expectations.
  • Establishes long-term asset lifecycle frameworks, asset health methodologies, maintenance optimisation programmes, and asset performance management strategies.
  • Drives continuous improvement initiatives to enhance asset reliability, availability, maintainability, safety, and cost effectiveness.
  • Supports strategic planning for renewals, obsolescence management, asset replacement programmes, and technology adoption.
  • Development of asset management documentation, including management plans (e.g. warranty, obsolescence, assets, defect, etc.), policies and strategies to maintain AMS integrity and provide guidelines and procedures to be followed.
  • Champion digital transformation of asset management, including mobile solutions, digital processes, IoT and integrated data to support condition-based and predictive maintenance regimes.

Financial

  • Leads lifecycle cost modelling, asset investment planning, maintenance optimisation assessments, and business case development.
  • Provides asset management inputs to budget planning, renewals forecasting, capital investment proposals, and cost-benefit evaluations.
  • Supports financial optimisation through data-driven maintenance and asset management decision-making.

Stakeholder / Customer

  • Acts as the focal point for asset management governance and maintenance systems performance.
  • Coordinates with RTA, Engineering, Maintenance, Digital & Data teams, OEMs, and external stakeholders to ensure asset management objectives are achieved.
  • Supports contractual reporting, asset performance reviews, audits, and asset management maturity assessments.

Operational

  • Oversee the day-to-day management and optimisation of the AMS to ensure it supports operational needs and adheres to best practices.
  • Oversee routine CMMS administration and operations, including mobile solutions and integration with related systems (e.g. D365) to ensure system availability for end-users.
  • Deliver contractual obligations and requirements to the RTA.
  • Maintain obsolescence registers and trackers for parts, assets and systems nearing end-of-life or support withdrawal.
  • Maintain high standards of data integrity by defining and enforcing data governance, incorporating structures, hierarchies, and validation rules within the AMS/CMMS.
  • Embed AMS processes into daily operations where applicable, ensuring seamless workflows across maintenance, inspections, asset tracking, and lifecycle planning.
  • Ensure the central asset register is continuously updated and reflects accurate asset attributes, condition, criticality, and lifecycle status.
  • Ensure operational documentation and system outputs meet standards and remain available to support audits, inspections, and external reviews.

Capability / People

  • Build asset management capabilities through development of training materials, training sessions, and knowledge-sharing sessions across departments.
  • Drive AMS/CMMS awareness and competence through development of training materials, training sessions and establishment of dedicated forums attended by nominated ‘Champions’.
  • Fostering open and honest workplace culture to drive collaborative working relationships across functions and departments.

DIMENSIONS

  • Oversight of the AMS, ensuring compliance with ISO55001 standard, and incorporating 680,000+ assets across a wide range of asset classes and owners and geographical locations.
  • Operations and development of the CMMS, incorporating 1100+ users and systems integrations (e.g. D365, RIMMS, etc.).
  • Office environment. Occasional travel may be required.
  • Site inspections and visits may be required.

Education

Bachelor’s degree in engineering, Asset Management, Industrial Engineering, Reliability Engineering, or related discipline from an accredited institution.

Master's Degree in Asset Management, Reliability Engineering, Business Administration, or related discipline.

Experience

Experience in asset management, engineering, maintenance, reliability, or railway operations, including experience in a leadership role.

Experience within railway, metro, transportation, infrastructure, or regulated asset-intensive industries.

Skills / Training

Skills / Training Experience with CMMS systems (preferably Maximo), maintenance optimisation, asset lifecycle planning, KPI management, reliability analysis, and data analytics.

Fluent in English.

ISO 55000 certification, CMRP, IAM certification, RCM, FMECA, reliability engineering, or asset management qualifications.
