He angituutanga: The opportunity

Reporting to the Asset and Commercial Manager, the Commercial Analyst is responsible for supporting the commercial and supplier management functions across Digital Services. The role provides oversight of supplier performance, contract administration, commercial governance, procurement activities, renewals, and reporting, ensuring Digital Services achieves value from its supplier partnerships while maintaining compliance with organisational policies and standards.

The Commercial Analyst works collaboratively with internal stakeholders and external suppliers to build effective relationships, monitor contract obligations and performance outcomes, identify opportunities for continuous improvement, and provide commercial insights that support strategic and operational decision-making across the Digital Services portfolio.

Key Outcomes

  1. Supplier and Contract Management

Supplier relationships, contracts, renewals, variations, and performance are proactively managed to ensure service delivery, contractual obligations, and value outcomes are achieved.

  1. Commercial Governance and Compliance

Commercial activities comply with organisational policies, procurement requirements, delegated authorities, and governance standards, with risks identified and managed appropriately.

  1. Commercial Analysis and Reporting

Accurate and timely commercial reporting, analysis, and insights support informed decision-making, financial oversight, supplier performance monitoring, and portfolio planning.

  1. Procurement and Commercial Support

Stakeholders receive effective commercial and procurement support, ensuring business initiatives and projects are delivered with appropriate commercial consideration and value for money.

  1. Stakeholder and Supplier Relationships

Strong relationships are maintained with internal stakeholders and suppliers, enabling collaboration, effective supplier management, and delivery of business objectives across Digital Services.

  1. Continuous Improvement and Portfolio Visibility

Commercial processes, systems, and registers are continuously improved, providing clear visibility of contracts, supplier commitments, expenditure, risks, and opportunities across the Digital Services portfolio.

How You Will Do This:

Supplier and Contract Management

  • Build and maintain effective relationships with suppliers and stakeholders.
  • Monitor supplier performance, service levels, contractual obligations, and commercial commitments.
  • Proactively manage contract renewals, variations, and lifecycle activities.

Commercial Governance and Compliance

  • Apply organisational procurement, financial, and governance frameworks to commercial activities.
  • Maintain accurate contract, supplier, and commercial records.
  • Identify, assess, and escalate commercial risks and issues as appropriate.

Commercial Analysis and Reporting

  • Analyse commercial, financial, and supplier performance data to provide meaningful insights.
  • Prepare accurate and timely reporting to support operational and strategic decision-making.
  • Monitor expenditure, commitments, and contract performance against agreed objectives.

Procurement and Commercial Support

  • Provide commercial advice and support to Platform Managers, service owners, and project teams.
  • Contribute to procurement activities, evaluations, sourcing initiatives, and contract negotiations.
  • Support business cases and commercial assessments to ensure value-for-money outcomes.

Stakeholder and Supplier Relationships

  • Work collaboratively across Digital Services and with corporate stakeholders.
  • Influence and support stakeholders to achieve sound commercial and supplier management outcomes.
  • Foster productive supplier partnerships that support organisational objectives.

Continuous Improvement

  • Identify opportunities to improve commercial processes, reporting, systems, and governance practices.
  • Contribute to the development and maintenance of commercial registers, tools, and reporting frameworks.
  • Promote best-practice commercial and supplier management approaches across Digital Services.

Qualifications

Essential

  • Relevant tertiary qualification in Commerce, Business, Finance, Procurement, Information Technology, or a related discipline; or equivalent relevant experience.
  • Demonstrated experience in commercial, procurement, contract management, supplier management, or a related role.
  • Experience managing supplier relationships and monitoring supplier performance against contractual obligations.
  • Experience providing commercial analysis, reporting, and recommendations to support business decision-making.
  • Experience working within governance, compliance, risk management, and financial management frameworks.
  • Experience building effective working relationships with a range of internal and external stakeholders.
  • Understanding of commercial management principles, supplier management practices, and contract lifecycle management.
  • Knowledge of procurement processes and governance requirements.
  • Understanding of financial management principles, budgeting, and expenditure monitoring.
  • Knowledge of risk management and business improvement practices.
  • Awareness of the challenges and opportunities associated with delivering technology-enabled services.
  • Strong commercial acumen and sound analytical skills.
  • Ability to analyse complex information and present clear, practical recommendations.
  • Effective relationship management, negotiation, and influencing skills.
  • Excellent written and verbal communication skills.
  • Strong planning, organisational, and time management skills.
  • Ability to manage competing priorities and deliver results in a dynamic environment.
  • Proficiency in Microsoft Office applications, particularly Excel, and the ability to work with data and reporting systems.
  • Demonstrated commitment to collaboration, continuous improvement, and customer-focused service delivery.
  • High level of integrity, professionalism, and attention to detail.

Desirable

  • Professional certification in procurement, contract management, commercial management, project management, or a related field.
  • Experience within local government or the public sector.
  • Experience supporting technology, digital services, or ICT-related contracts and suppliers.
  • Experience using reporting and analytical tools such as Power BI.
