Directs all functional and adjudication operations of the alcohol safety action program (ASAP) office, overseeing all aspects, including implementation of the VASAP client classification system used to determine needed level of service including probation, education, public information and special programs, and monitors all probation, financial and support services to ensure compliance with local and state standards.

Directs and evaluates all operational activities of a certified Alcohol Safety Action Program to ensure effective, efficient, and compliant service delivery;
Develops, implements, and evaluates policies, procedures, and operational practices consistent with applicable federal, state, and local laws, regulations, County policies, and Commission on VASAP standards;
Provides leadership, supervision, coaching, and performance management for professional, technical, and administrative staff;
Establishes organizational priorities and ensures accountability for program performance;
Directs strategic planning, organizational development, performance management, and continuous improvement initiatives to enhance operational effectiveness and service delivery;
Develops and administers the program budget;
Oversees fiscal operations;
Authorizes expenditures;
Negotiates and administers contracts and ensures sound stewardship of public resources;
Develops and maintains collaborative relationships with the judiciary, criminal justice agencies, behavioral health providers, governmental organizations, treatment providers, and community stakeholders;
Represents the program before public agencies, professional organizations, advisory boards, and community groups;
Interprets and applies applicable laws, regulations, policies, and Commission on VASAP standards;
Ensures organizational compliance and provides technical guidance regarding program administration;
Directs activities necessary to maintain certification by the Commission on VASAP, including compliance with applicable laws, regulations, standards, audits, reporting requirements, and performance measures;
Prepares and presents administrative, operational, fiscal, and statistical reports and recommendations to the local Policy Board, the Commission on VASAP, County leadership, and other governing or advisory bodies.

Graduation from an accredited four-year college or university with a bachelor’s degree in public administration, criminal justice, behavioral sciences, business administration, or a closely related field; plus, five years of progressively responsible management experience directing criminal justice, behavioral health, or human services programs, including responsibility for personnel supervision, fiscal administration, strategic planning, and organizational leadership.
Valid driver's license (required at the time of application)
