The Area Program Manager will provide leadership, management and overall supervision of all project activities implemented within the Arawa Area Programme to ensure World Vision Papua New Guinea’s strategic objectives and child wellbeing outcomes are achieved.

The role is responsible for leading the planning, implementation, monitoring and reporting of programs within the Arawa region, ensuring activities are delivered within scope, time, budget and quality standards. The Area Program Manager will provide day-to-day operational leadership, manage Area Programme budgets and resources, support grant management, ensure compliance with financial and organisational standards, and respond to audit findings and risks.

The position will work closely with Portfolio Managers, Project Supervisors, government authorities, community leaders, donors, partners and other stakeholders to ensure programs are responsive to local needs and aligned with organisational priorities. The role will also contribute to project design, proposal development, community needs identification, policy engagement, advocacy and partnership building at Area Programme, district and provincial levels.

The Area Program Manager will provide people-centred leadership to staff within the Area Programme, supporting coaching, mentoring, performance management, learning, succession planning, employee relations, safeguarding, security and staff wellbeing. The role will also support programme effectiveness and quality assurance through baseline activities, monitoring, evaluation, research, learning, child participation and appropriate case management processes that protect and promote the wellbeing of children.

Educational Qualification/Skills, Knowledge & Experience

  • Experience in program management within a complex international organisation, preferably in an NGO context.
  • Knowledge and understanding of World Vision operations will be an added advantage.
  • Experience in project design, implementation, monitoring, evaluation and report writing.
  • Computer literacy in Microsoft Word, Excel and PowerPoint.
  • A minimum of a Bachelor’s degree in a relevant field.
  • A Master’s degree in a related field will be an added advantage.
  • Relevant training or certification in program management, particularly within an NGO context.
  • At least five years of relevant experience, preferably in program management within an NGO or development context.
  • Strong leadership and project management skills.
  • Excellent negotiation and decision-making skills.
  • Strong analytical, interpersonal and problem-solving skills.
  • Ability to work with minimum supervision in a cross-cultural environment.
  • Ability to work under pressure and meet strict deadlines while maintaining a positive attitude.
  • Demonstrated financial management skills.
