The Apps Development Tech Senior Lead Analyst is an is a senior-level position responsible for managing and guiding a team that ensures efficient and effective Citi development infrastructure in coordination with the Technology Team. The overall objective of this role is to use technology knowledge and identified policies to process data, resolve issues and execute administrative tasks.
With strong experience in administering and developing Atlassian. The role focuses on management of a Program configuring, standardizing, and migrating Jira projects at scale from multiple Data Center instances and templates to a single, governed Jira Cloud template that aligns to enterprise standards.
You will be responsible for driving forward the overall migration and Jira strategy and liaison with Senior Technology Stakeholders and sponsors. This role requires a proactive, conscientious and technically proficient individual who can maintain and enhance the performance of our critical business systems in a dynamic financial services environment.
The role partners with Technology teams to execute wave‑based cutovers, data quality assurance, and post‑migration support needed for technical and business stakeholders. While being key point of contact to Senior Management Forums.
What you'll do
Conduct work on a variety of high-impact, high-profile problems/projects such as creating complex project plans and conducting project-related research
Provide in-depth and sophisticated analyses, technical guidance and direction and identify and monitor key indicators to gauge performance and identify trends
Perform impact analyses, design testing approaches and responsible for applications dealing with the overall operating system
Identify and resolve issues, engaging in Root Cause Analysis (RCA)
Conduct responsibilities such as quality control, work allocation, coaching/mentoring, ensuring ongoing compliance with regulatory requirements
Evaluate controls to help mitigate negative outcomes through prevention, detection and correction
Design and create complex processes and reporting streams, participate in the review and approval of requirement documents
Examine and update processes and procedures for hardware acquisition toward automation
Understand diverse stakeholder needs and share and influence stakeholder expectations
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Management of the processes involved in these development and infrastructure lead initiatives and ensuring the following process are progressed across the group :
Use Cloud Migration tools (e.g. JCMA) and sandbox dry‑runs to orchestrate discovery, mapping, freeze, execution, and aftercare per migration; perform pre/post checks, reconcile key IDs/links, and coordinate go/no‑go
Replace on-prem‑only plug‑ins with cloud equivalents or native capabilities (i.e. use ScriptRunner to enable automations and validations; Zephyr Enterprise as standard test management; Git integrations for GitHub, Lightspeed, Release on Demand
Design and maintain Jira/Confluence Cloud automations and scripted behaviours (e.g., field validation, standardized transitions, evidence extraction),
Configure JSM portals, automations, and reporting to support ITSM/incident flows and access processes.
Build enterprise migration dashboards and metrics packs for PMO/exec consumers;
Act as migration SME with functional champions; support wave capacity planning, success metrics, and enable standardization.
Risk & controls: Maintain auditable migration evidence (pre/post DQ checks, sign‑offs, RCA post‑restoration), ensure compliance with policies, and participate in control assessments.
What we’ll need from you
Experience in managing projects, leading operational process change and improvement and delivering infrastructure technologies products and services
Experience in financial services or large complex and/or global environment preferred
Experience developing projects for the identification of best practices (design of metrics, analytical tools, benchmarking activities and related reporting) Consistently demonstrate clear and concise written and verbal communication with ability to communicate technical concepts to a non-technical audience
Proven analytical, diagnostic and multitasking skills with focus on execution and attention to detail
Demonstrated ability to both work independently and partner with virtual teams in a high-pressure matrix environment
Demonstrated ability to take ownership of various parts of a project/initiative with tight deadlines or unexpected changes in expectation/ requirements
Ability to use scripting languages such as Python and PowerShell.
Understanding of Software Development Lifecycle and ability to apply this to system administration tasks ensuring all changes are thoroughly tested and deployed in a controlled manner.
Excellent communication skills, capable of working with cross-functional teams and managing stakeholder expectations.
Excellent problem-solving skills and the ability to manage complex systems efficiently.
Experience of working in a highly regulated industry would be beneficial.
Ability to manage a range of stakeholders across the Bank. Demonstrated ability to both work independently and partner with virtual teams in a high-pressure matrix environment
Thorough understanding of IT security and compliance and the importance of these in a regulated environment.
To effectively lead technology projects within the role, the Project Manager should be able to demonstrate AI-related capabilities such as the following:
Strategic AI Acumen & Responsible Adoption: Identifies and integrates AI solutions into BAU, with a foundational understanding of AI concepts.
Continuous Learning & AI Application: Stays current with emerging AI trends, leveraging AI-driven insights for project optimization, risk management, decision-making, and effective communication with stakeholders.
Technical AI Literacy & Execution Oversight: Understands AI data requirements, enterprise AI platforms, including agents, and integrates AI and traditional approaches while collaborating with AI-enabled engineering teams.
Preferred Qualifications
Professional certification in Atlassian administration.
Experience in financial services or large complex and/or global environment preferred
Education
Bachelor’s/University degree; Master’s degree preferred.
