Summary

Supervises the day-to-day operations and staff of the Assessor’s Office. Assists the Assessor in the valuation of multi-billion dollars worth of commercial and residential real estate, personal property, and motor vehicles.

Examples of duties

Experience and Education:

Bachelor's degree in Business, Accounting, Economics, or a closely related field.

Five (5) years of progressively responsible experience in real estate and personal property appraisal work obtained within the last 10 years,. Must have a minimum of 2 years supervisory experience.

Additional Requirements:

Connecticut Municipal Assessor’s Certification, CCMA II, or its equivalent within another jurisdiction; if equivalent, CCMA II must be obtained within two years from date of appointment.

Must have valid Driver’s License.

Qualifications:

Demonstrated knowledge of the principles and practices of commercial, industrial and residential real property valuation and revaluation work.

Proven understanding of all aspects of Connecticut State Statutes related to assessment practices.

Demonstrated skill in the implementation and use of industry-specific computer applications for appraisal-assessment practices, as well as in the use of Excel .

Demonstrated ability to physically inspect personal properties and real estate throughout the Town involving continuous walking, bending, climbing stairs, reaching, etc.

Demonstrated excellence in written and oral communications skills, including the ability to make formal presentations to Boards and/or the public.

Proven ability to establish and maintain effective and cooperative working relationships both internally and externally.

Proven ability to supervise, train, motivate and evaluate staff.

Examination: 100% Training & Experience Assessment

The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. Duties and Responsibilities:

Supervises office staff.

Reviews work of appraisers for accuracy and conformity to Town standards. Develops and coordinates field appraisal procedures for use by staff.

Performs field work, physically inspecting and measuring buildings, to verify data as well as record any necessary corrections or changes from various sources, including building permits and sales.

Verifies property sales, mortgages, financing and leasing as recorded in Land Records.

Inspects properties at time of sale as required, reviewing transactions to keep abreast of local market changes.

Reviews and records building outlines on field cards from filed plans to calculate square foot area and dimensions in Computer Assisted Mass Appraisal (CAMA) system.

Reviews conditions, topography and character of neighborhoods and records findings for review by the Assessor.

Conducts statistical analysis, market valuation studies and preliminary property analysis and valuation, utilizing building permits, field reviews and lot splits.

Performs data entry and retrevial using the Assessor’s CAMA & administrative software systems.

Oversees the operation and maintenance of the Proval CAMA system.

Analyzes data, generates and prepares ad-hoc reports.

Prepares specifications and quality control of contractor’s valuations for periodic revaluation of all properties.

Provides communication, counsel and support to the Assessor to ensure that Town’s strategies and objectives are effectively communicated to internal and external audiences.

Assumes responsibility for the Office management in the absence of the Assessor and Assistant Assessor.

Represents the Assessor at meetings when required; attends all formal and informal meetings between the Board of Estimate and Taxation (BET) and the Department Head meetings if requested.

Prepares and submits monthly reports to the Assessor for the Board of Estimate and Taxation, with periodic updates as required.

Assists in executing, coordinating and streamlining assessment operation. in order improve operations, decrease turnaround times, simplify work processes and provide quality seamless service to other Departments.

Supports Town’s policies and philosophies.

Performs related work as required and requested by the Assessor.

All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position.
