4 Scope of Services


Background:

The Florida
Department of Transportation (FDOT), Office of Work Program and Budget
(OWPB), is responsible for the budget development, legislative reporting, and
budget execution functions that support the Department's work program. These
functions are operated through a portfolio of OWPB-owned custom applications
and downstream operations that are directly impacted by the State of
Florida's transition to the Florida Planning, Accounting, and Ledger
Management (PALM) system, with go-live scheduled for January 2027.


OWPB has remediated
and tested assets within its application portfolio in response to PALM-driven
changes to chart of accounts, business processes, and interface patterns. The
office has also modified its budget development, legislative budget request
(LBR) processes, district-level budget operations, and related workflows
accordingly as needed, however, these initiatives require sustained, hands-on
full-stack development capacity to deliver production-ready solutions on
time.


Role Summary:

The candidate will
serve as an experienced full-stack developer responsible for delivering
custom application development for OWPB operations impacted by PALM. The
developer will work closely with OWPB business stakeholders, business
analysts, and the existing technical lead to gather first-hand business
understanding, remediate and test custom solutions at pace, and provide
production support for OWPB-owned applications after go-live. The candidate
will plan, organize, conduct, and coordinate systems analysis and application
development activities through direct collaboration with OWPB staff and a
core FDOT PALM development team.


Scope of Work:

Responsibilities
include testing, deploying, and supporting custom full-stack PALM impacted applications
for OWPB operations. The developer will participate directly in sessions with
OWPB product owners and business analysts, translate business requirements
into working software, partner with the technical lead on architecture and
code quality, and contribute to production support and incident response for
OWPB-owned applications before, during and after the anticipated go-live date
for Florida PALM. The developer will ensure alignment between OWPB custom
applications, the Florida PALM system, and the state's cloud-first policy as
defined in statute where applicable, with a focus on delivering and
supporting working software against committed timelines.


Delivery
Expectations:

OWPB
operates a multi-release delivery pipeline for its custom automation
initiatives, with hard production go-live commitments. The candidate is
expected to operate at a sustained development pace, take ownership of
assigned features end-to-end (analysis through production support), and
collaborate effectively with a small, high-trust delivery team. The developer
will act as an internal contributor and mentor where appropriate,
collaborating with OWPB, the Office of Information Technology (OIT), and the
Office of Comptroller (OOC) to support enterprise technical needs.


5 Education


Bachelor’s
or Master’s Degree in Computer Science, Information Systems, or other related
field. Work experience can substitute on a year for year basis for the
degree.


6 Experience


Candidate
MUST

have a

minimum of 15+ years as a lead
full-stack developer, with broad experience working with development
technologies including Microsoft .NET, (C#, VB.NET), ASP.NET/MVC, WCF/Web
API, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and
others), REST, XML, JSON, HTML, and CSS. Must have advanced to expert level
knowledge in designing and developing scalable applications and integrating
systems.


Candidates with demonstrated production
experience building and deploying full-stack applications on the .NET / C# /
Azure / React technology stack will be given strong preference. Experience
with Azure cloud services for application hosting, identity, storage, and
integration is highly desirable.


7 Primary Job Duties/ Tasks


The submitted candidate
must be able to perform the following duties and/or tasks:


1.

Design, develop,
test, deploy, and support custom full-stack applications that automate OWPB
operations impacted by PALM.


2.

Participate
directly in business discovery sessions with OWPB product owners and business
analysts to capture first-hand business understanding and translate it into
working software.


3.

Partner with the
OWPB technical lead on solution architecture, technical design decisions,
code review, and coding standards.


4.

Deliver
production-ready features end-to-end — analysis, design, build, unit testing,
deployment, and post-deployment support — within committed release timelines.


5.

Provide hands-on
production support and incident triage for OWPB-owned custom applications on
a rotational basis, including root-cause analysis and resolution of
production issues.


6.

Build and maintain
modern, accessible user interfaces using React (or comparable modern
JavaScript frameworks) and back-end services using .NET / C# / ASP.NET Core
deployed on Azure.


7.

Design and
implement RESTful APIs and integrations between OWPB custom applications,
Florida PALM, FM systems, and other enterprise data sources.


8.

Work with
relational data models (Azure SQL Server and Snowflake) to implement and
maintain solutions that support OWPB reporting, analytics, and operational
reporting needs.


9.

Drive iterative
delivery, UI/UX improvements, and code optimization; collaborate with the
technical lead to ensure consistency in coding standards, documentation, and
deployment practices.


10.

Develop and
maintain application documentation, deployment runbooks, and operational
handover materials in accordance with the Department's standards.


11.

Coach and mentor
team members on full-stack development practices where appropriate, and
collaborate with OWPB, the Office of Information Technology (OIT), and the
Office of Comptroller (OOC) on cross-office technical needs.

Strong experience
with back-end development in

Familiarity with
data exchange formats (JSON, XML) and integration with APIs for dynamic,

continuous delivery practices.

Ability to create
