This role can be filled as a Applications & Data Analyst Specialist - Sr. Lead level.

Purpose

The Applications & Data Analytics Specialist provides enterprise level analytical, reporting, application, and data engineering support to enable effective crisis readiness and response from cyber-attack, storm, wildfire, etc. and operational decision making. The role leads the architecture and development of dashboards, metrics, and analytics systems; manages the applications and dataflows that support them; and integrates multi‑platform data sources to deliver reliable, actionable insights

Focus: Foundational development and support

Characteristics:

  • Supports basic dashboard and metric development, Power BI report updates, and platform-based query edits under supervision.
  • Assists with data validation, documentation, and application administration.
  • Learns Crisis Readiness & Response and Storm Response Operations workflows; contributes to metric troubleshooting and data integrity support.

Knowledge, Skills & Abilities

  • Build and maintain enterprise Power BI semantic models, dataflows, and shared datasets to support scalable, reusable analytics solutions.
  • Develop platform based (e.g. SQL) data extractions, transformations, stored procedures, and analytics models from multiple systems
  • Develop documentation, training, and governance processes to ensure stable, secure application operation.
  • Integrate and manage data across internal platforms (APIs, operational systems, databases, storm systems, finance systems).

Typical Qualifications

Specialist:

  • Bachelor’s degree or equivalent experience.
  • 1+ years relevant experience.

Sr. Level:

  • Bachelor's Degree or equivalent experience.
  • 3-5 years progressively revelant experience.

Key Duties & Responsibilities

Dashboard & Metrics Development

  • Design, develop, and maintain standardized enterprise and departmental dashboards, metrics, and scorecards supporting executive decision making for crisis readiness and response, storm preparedness and response, operational performance, and cost forecasting.
  • Govern KPI definitions, metric logic, and visual frameworks to ensure consistency and reliability across Crisis Readiness & Response analytics.
  • Partner with stakeholders to define new metrics, refresh cycles, and decision support visualization requirements.

Power BI Architecture & Reporting

  • Build and maintain enterprise Power BI semantic models, dataflows, and shared datasets to support scalable, reusable analytics solutions.
  • Implement dashboard performance optimization, governance controls, data security, workspace management, and lifecycle standards.
  • Oversee Power BI environment health, including dataset refreshes, gateway troubleshooting, and workspace access.

Data Platform Engineering

  • Develop platform based (e.g. SQL) data extractions, transformations, stored procedures, and analytics models from multiple systems.
  • Implement validation routines, performance tuning, and data quality frameworks to ensure metric accuracy and dashboard reliability.
  • Maintain documentation for metric logic, data lineage, and transformation rules.

Application Oversight & Management

  • Serve as technical steward for analytics, reporting, and metric producing applications, including access controls, configuration, performance monitoring, and change management.
  • Coordinate with IT and vendors to resolve issues, implement enhancements, and maintain application readiness during storm activations.
  • Develop documentation, training, and governance processes to ensure stable, secure application operation.

Systems Integration & Data Management

  • Integrate and manage data across internal platforms (APIs, operational systems, databases, storm systems, finance systems).
  • Partner with SMEs to eliminate data inconsistencies, troubleshoot cross-system‑ issues, and improve metric accuracy.
  • Ensure data reliability for real-time and near real‑time dashboards used during Crisis Readiness and Response events.

Storm & Weather Related‑ Cost Forecasting

  • Utilize cross model data to produce cost forecasts, scenario analyses, and readiness assessments for storm and severe weather operations.
  • Support resource planning and financial impact assessments using historical, operational, and financial datasets.

Cross‑Functional Collaboration

  • Work directly with Storm Response Operations, Finance, Operations Centers, and IT to define requirements and deliver decision ready insights.
  • Provide real-time dashboard and analytics support during activations, drills, and after‑action reviews.
  • Translate operational needs into governed, scalable metric and dashboard solutions.
