Requirement:

  • Four (4) years of experience higher in a Computer Science or Information Technology-related field, such as cybersecurity, programming, computer science, engineering or similar required. A post-secondary degree in those fields may be used as an alternative for years of experience on a year-for-year basis.

Additional requirements:

  • Three (3) years of software development experience.
  • Strong C#, .NET, MVC fundamentals.
  • Experience with Web APIs, and Relational Databases.
  • Competent in client-side web development technology languages such as HTML, CSS, and JavaScript.
  • Proficient in the English language

Preferences:

  • Experience utilizing AI technologies in software development.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of advanced application programming languages (e.g., .NET, React, Java, C#, Python, SQL, PL/SQL, COBOL, or similar).
  • Knowledge of advanced application development platforms and tools such as (RESTful service architecture, Visual Studio, Visual Studio TFS, Azure DevOps, HTML, XML, Crystal Reports, SQL, SSRS, Oracle SQL Developer, Eclipse, or similar).
  • Knowledge of systems analysis and design principles, methodologies, and tools.
  • Knowledge of relational database design, data modeling, and database management systems (e.g., Oracle, SQL Server, MySQL).
  • Knowledge of operating systems, system architecture, and application integration.
  • Knowledge of secure coding practices and cybersecurity standards.
  • Skill in analyzing technical requirements and applying logical reasoning to develop effective solutions.
  • Skill in troubleshooting system and application issues, identifying root causes, and implementing resolutions.
  • Skill in writing and interpreting technical documentation, specifications, and system designs.
  • Ability to analyze complex business and technical problems and develop effective solutions.
  • Ability to write, modify, debug, and document complex application programs.
  • Ability to plan, organize, and coordinate multiple projects and priorities.
  • Ability to establish and maintain effective working relationships with others.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

The Florida Department of Financial Services is seeking an experienced technology professional to serve as an Application Systems Programmer II within the Office of Information Technology. This position plays an important role in the development, enhancement, maintenance, and support of enterprise applications that enable the Department to fulfill its mission across the State of Florida.

What You'll Do

As an Application Systems Programmer II, you will:

  • Design, develop, test, implement, and maintain enterprise applications and software solutions.
  • Analyze business and technical requirements and translate them into effective application solutions.
  • Develop and modify application code using appropriate programming languages, frameworks, and development tools.
  • Troubleshoot and resolve complex application issues, including identifying root causes and implementing corrective actions.
  • Maintain and enhance existing applications to improve functionality, performance, reliability, and security.
  • Develop and maintain database queries, stored procedures, interfaces, and other application components as needed.
  • Integrate applications with databases, APIs, enterprise systems, and other technology platforms.
  • Participate in the full software development lifecycle, including requirements analysis, design, development, testing, deployment, documentation, and ongoing support.
  • Collaborate with business users, system administrators, database professionals, security teams, and other IT staff to develop and support effective technology solutions.
  • Conduct application testing and assist with quality assurance activities to ensure solutions meet functional, technical, security, and performance requirements.
  • Analyze application performance and recommend improvements to enhance system reliability and efficiency.
  • Research emerging technologies, programming practices, and development tools and recommend solutions that support the Department's technology objectives.
  • Develop and maintain technical documentation, application specifications, system procedures, and other supporting documentation.
  • Participate in application security activities and ensure solutions are developed and maintained in accordance with applicable security standards and Department policies.
  • Assist with application deployments, upgrades, migrations, and system modernization initiatives.
  • Provide technical guidance and support to less-experienced application development staff as appropriate.
  • Support disaster response and business continuity activities when required.
  • Perform other related duties as required.
