The Application File Specialist is responsible for the accurate processing, review, and maintenance of resident application files for
Low-Income Housing Tax Credit (LIHTC) communities. This position ensures all applicant files comply with federal, state, and local
affordable housing regulations, company policies, and investor requirements.
REPORTS TO: Regional VP
SUPERVISES: None
ESSENTIAL FUNCTIONS:
MAJOR FUNCTIONS TO PERFORMING IN THIS JOB ARE LISTED BELOW:
Duties include:
File Processing & Review
• Collect, review, and verify all applicant documentation to determine initial and ongoing eligibility under LIHTC
guidelines.
• Perform detailed file audits to ensure compliance with program rules, income limits, and asset calculations.
• Communicate with site staff to resolve file deficiencies or inconsistencies.
Compliance
• Maintain accurate records in accordance with LIHTC compliance requirements.
• Ensure timely completion of move-in certifications, annual recertifications, and interim recertifications.
• Work with compliance auditors and respond to file audit findings promptly.
Resident & Site Support
• Serve as a resource for site teams to interpret LIHTC policies and procedures.
• Provide training or guidance to site staff on application file preparation and compliance best practices.
• Communicate clearly with applicants/residents regarding documentation requirements.
Reporting & Records
• Maintain organized file systems (physical and/or electronic) with complete and accurate information.
• Assist with compliance reporting to state agencies, investors, and syndicators.
• Track application status, deadlines, and recertification schedules
Team Collaboration
• Collaborate with Compliance Managers, Regional Managers, and site teams to support occupancy goals while
ensuring compliance.
• Stay informed on updates to LIHTC program rules and apply changes to daily operations.

3. Practice proper safety techniques in accordance with the Company and Community procedures, and immediately report
any mechanical or electrical equipment malfunctions, employee visitors, employee or resident injuries or accidents or
other safety issues to appropriate individuals. Will always follow “safety first” policy and procedures.
4. Ensure accuracy of time clock punches and approve timecard at the end of each pay period.
5. May be required to assist in special projects or activities designated by company. This may include, but not be limited
to property acquisition/disposition, serving on or participating in company sponsored or sanctioned committees,
organizations, functions, etc.

QualificationsREQUIRED EDUCATION AND TRAINING
DEGREES AND DIPLOMAS
• HS Diploma
TRAINING/CERTIFICATES/ASSOCIATION MEMBERSHIPS
• Certification as a Housing Credit Certified Professional (HCCP) or equivalent preferred
SPECIFIC SKILLS/EQUIPMENT
• Minimum 2 years of experience in affordable housing compliance, specifically LIHTC.
• Working knowledge of LIHTC rules, regulations, and file audit standards.
• Proficiency in Resman property management software
• Strong attention to detail and organizational skills.
• Excellent written and verbal communication skills.
• Ability to handle confidential information with integrity.

• Walk, sit, use hands, talk and hear. The employee is occassionally required to reach with hands and arms and stoop, kneel,
or crouch. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth
perception and ability to adjust focus and be able to view computer screens, mobile devices and other electronic equipment
for extended period of time where visual strain may result.
• Must be able to push, pull, lift, carry or maneuver weights up to twenty (20) pounds independently.
• Travel to assigned sites will be required up to 100% to conduct on-site file audits or training.

• Must have reliable transportation.
• Will be periodically called upon to work outside of normal working hours including, but not limited to weekends and holidays.
• Must handle stressful, urgent, novel and diverse work problems on a daily basis. Emotional stability and personal maturity
are important attributes in this position
