The Application Program Strategist provides strategic leadership and program management for enterprise applications that advance organizational objectives. This role is responsible for translating business and/or clinical strategy into coordinated application initiatives, overseeing application portfolios as formal programs, and ensuring delivery of measurable value, sustainability, and alignment.

Operating at the intersection of strategy, configuration, project management, architecture, governance, and execution, the Application Program Strategist bridges executive vision with delivery across multiple application domains. This role also plays a critical part in risk mitigation and organizational change management.

Key Responsibilities

  • Define, develop, and manage enterprise application implementation and optimization programs across multiple systems, platforms, vendors, and stakeholders

  • Develop and maintain multi-year application program roadmaps aligned with organizational strategy and priorities, including budget planning

  • Translate business and/or clinical goals into sequenced initiatives with defined outcomes and success metrics

  • Ensure coordination and dependency management across interconnected application initiatives

  • Establish KPIs and benefits realization plans to measure program effectiveness and outcomes

  • Identify risks, assess potential impact, and implement mitigation strategies for technical and operational challenges

  • Oversee and coordinate resources across multiple projects to ensure timely and successful delivery

  • Lead organizational change management and communication strategies for application initiatives

  • Ensure compliance with IT project management methodologies and operational procedures

  • Support portfolio intake, prioritization, and funding processes in collaboration with PMO and IT leadership

Organizational & Compliance Responsibilities

  • Promote quality improvement, patient and staff safety, and cultural diversity through operations and personal performance

  • Maintain a professional, courteous, and service-oriented demeanor with patients, staff, and stakeholders

  • Stay current with applicable regulations, standards, and organizational policies

  • Comply with the Code of Conduct, Corporate Compliance Plan, and all related policies and training requirements

  • Participate in compliance-related activities under leadership guidance

Minimum Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Healthcare Informatics, Business, or related field (Master’s preferred)

  • 10+ years of progressive experience in application strategy, program leadership, enterprise architecture, or IT portfolio management

  • Proven experience leading complex, multi-application programs in enterprise environments

  • Strong understanding of application lifecycle management, integration, and governance

  • Experience working in regulated industries

Preferred Qualifications

  • Relevant certifications such as PMP, ITIL, or healthcare IT certifications

  • Master’s degree in a related field

  • Knowledge of interoperability, integration, and data exchange standards

  • Familiarity with security, privacy, and compliance requirements (e.g., HIPAA)
