Job Duties:

  • The Application Developer III assists in directing the operation and support of the Child and Adult Protective Services System (CAPSS), related applications, and bi-directional interface projects. Plans, analyzes, develops, programs, tests, implements, maintains, and documents new and existing applications. Works with program staff, end users, management, analysts, and programmers to identify system needs, recommend technical solutions, coordinate workshops, support user acceptance testing, and provide training. Ensures assigned systems and software meet internal standards, state and federal requirements, and agency data and information security requirements.
  • Writes and maintains application programs as required. Prepares and maintains documentation for system enhancements, modifications, and other assigned changes. Ensures internal standards and applicable state and federal requirements are met and that software complies with agency data and information security requirements.
  • Develops technical requirements and development standards for assigned systems. Assists programming staff with system enhancements and modifications and performs programming, testing, and training as needed. Recommends development of new code or the reuse or enhancement of existing code.
  • Evaluates program-area needs and recommends appropriate technical solutions. Participates in workshops and coordinates with end users and management. Directs the work of analysts and programmers in the design and development of technology solutions that support agency short- and long-range goals. Performs related management functions, including business continuity planning, succession planning, budgeting, and vendor management.
  • Documents and oversees documentation of the technical aspects of integration solutions and interfaces. Maintains project documentation and ensures records are current, accurate, complete, and prepared in a timely manner.
  • Provides positive and appropriate customer service to clients, the public, and coworkers as an integral part of job performance.
  • Performs other related duties as required.

Examples of duties

A High School Diploma and four (4) years of computer science or a related area and experience in computer system development and modification.

An Associate Degree and two (2) years in computer science or a related area and experience in computer system development and modification.

A Bachelor's Degree in computer science or a related area and experience in computer system development and modification.

Qualifications

Experience with Microsoft .NET application development. Experience with SQL Server and relational databases. Experience developing enterprise web applications. Experience with system integration and user acceptance testing. Experience leading software development projects. Knowledge of SDLC methodologies. Experience supporting CAPSS or comparable human services applications.
