Job Description

LCI is seeking a skilled and forward-thinking Application Developer to join our Information Systems team. This role is central to a critical, multi-phase systems modernization initiative designed to eliminate legacy technical debt and transition our core operational infrastructure to a highly scalable, secure, and modern cloud architecture. The modernization effort directly addresses long-standing operational challenges, including fragmented workflows, manual processes, limited system scalability, and legacy technology stability issues. As a key member of this team, you will support existing legacy systems while simultaneously engineering their modern replacements, ensuring a seamless transition that enhances operational resilience and user satisfaction across the organization.

Duties & Responsibilities

  • Perform all aspects of application development, including writing clean, maintainable, production-ready code, writing unit tests, creating documentation, and executing rigorous code reviews.
  • Develop, enhance, and maintain modern application components using our approved tech stack: Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, and Power BI.
  • Build APIs, system interfaces, and automated workflows to replace manual processes and reduce workflow fragmentation. Participate in platform evaluations for upcoming document management and process automation solutions.
  • Partner closely with business analysts, project managers, testers, and internal stakeholders to break down complex business processes into clear, actionable user stories, define precise acceptance criteria, and maintain a prioritized backlog.
  • Maintain a working familiarity with legacy system architectures, dependencies, and integration points to safely support operational systems while building modern alternatives. Collaborate on code submission pipelines by submitting pull requests for technical staff review.
  • Deep understanding of modern application development frameworks, modern programming languages, and industry-standard secure coding practices.
  • Comprehensive knowledge of the Software Development Life Cycle (SDLC) with a strong emphasis on Agile methodologies (Scrum/Kanban).
  • Strong grasp of business process analysis, functional design principles, documentation standards, user story mapping, and acceptance criteria formulation.
  • Familiarity with legacy systems architecture, cross-system dependencies, and data integration patterns
  • Prior knowledge of Teachers Retirement System (TRS) business rules, particularly those associated with core Pension Software Systems.

Education & Experience Requirements

  • Preferred Qualifications: A Bachelor's degree in Computer Science, Management Information Systems (MIS), or a related technical discipline with 3–5 years of professional software development experience is strongly preferred; or an equivalent combination of verified education and professional experience.

Skill & Certification Requirements

  • Languages & Frameworks: C# .Net, Angular 16+
  • Database & API Engineering: SQL, Web API
  • DevOps & Version Control: Azure DevOps, GIT
  • Ability to deliver exceptional, production-grade work output with minimal defects under established project timelines.
  • Ability to balance multiple simultaneous development tasks, managing time effectively between legacy system support and modern application development.
  • Ability to collaborate seamlessly within a multi-disciplinary team environment consisting of technical staff, analysts, QA testers, and project managers.
  • Strong communication skills, with a proven ability to translate complex technical architecture or functional constraints into clear concepts for both technical and non-technical audiences.
  • Highly proficient in business software applications (i.e.: Microsoft Office – Outlook, Word, Excel, Project, SharePoint, and PowerPoint)
  • Strong ability to lead, guide, and mentor personnel and multi—task
  • Position requires sitting, for long periods of time. (Sedentary Work)
