emergiTEL is hiring an Application Analyst (Court Technology Services) for our client in the Government / Justice industry. This is a Contract role.
Compensation: $56.80 – $71.00/hour
Location: Edmonton, Alberta (100% in‑person)

Project: Court Technology Services – Applications Management



Reporting to the Director, Application Management & Data Services, the Application Analyst acts as a critical bridge between the judiciary, court operations, vendors, and technical delivery teams. This role is accountable for the functional health, reliability, security, and service quality of the Court Technology Services (CTS) application portfolio, spanning legacy court systems and modern digital and data platforms.

Key Responsibilities

Service Management & ITSM Transition

  • Lead the transition from ad-hoc support models (email and legacy tools) to standardized ITSM processes (e.g., ServiceNow, Jira).
  • Design and implement workflows for incident, service request, and change management.
  • Act as the functional lead during major incidents, coordinating resolution and stakeholder communications during critical court system outages.
  • Facilitate change and release management to ensure system updates are deployed with minimal risk to judicial operations.

Application Stewardship & Business Analysis

  • Elicit, analyze, and document complex business and functional requirements from Justices, court staff, and operational stakeholders.
  • Translate business needs into clear technical requirements for delivery teams and vendors.
  • Monitor vendor and internal team performance against SLAs and quality standards.
  • Establish and maintain centralized knowledge repositories, including user guides and technical documentation.

Data Governance & Platform Support

  • Ensure compliance with judicial confidentiality, security, and regulatory requirements across all applications and data assets.
  • Provide functional oversight and support for data platforms (e.g., Snowflake), including access reviews, dashboards, and data warehouse integrity.
  • Oversee functional aspects of application and data migrations between environments (Dev/Prod) and from on‑premises to cloud platforms (Azure/AWS).

Process Improvement & Risk Mitigation

  • Analyze application workflows and recommend process improvements to enhance stability and scalability.
  • Support disaster recovery and business continuity planning and testing.
  • Produce executive-level reports and analytics by translating technical data into actionable insights.

Working Conditions

  • Standard hours: 08:15 – 16:30 MST, Monday to Friday (excluding Alberta provincial holidays).
  • Work must be performed from within Canada due to data security requirements.
  • Role is anticipated to be 100% on-site in Edmonton.
  • Equipment and office space will be provided by the Province of Alberta.
  • The fixed hourly rate is inclusive of all overhead and associated costs.
