The APAC Regional Trade Manager is responsible for overseeing import/export compliance, managing regulatory requirements, and executing trade operations across APAC markets. This role ensures adherence to global trade laws, aligns regional processes with corporate standards, drives operational efficiency, and supports internal stakeholders in navigating complex trade environments.

The ideal candidate possesses deep knowledge of regional customs regulations, strong stakeholder management skills, and the ability to lead trade initiatives across multiple countries.

Key Responsibilities

Trade Compliance & Governance

  • Lead and manage trade compliance programs across APAC in alignment with Altera’s global trade policies.

  • Monitor and interpret regional trade regulations, including classification, valuation, origin, licensing, and export controls.

  • Ensure compliance with U.S. Export Administration Regulations (EAR), local customs and export rules, and free trade agreements.

  • Conduct periodic audits and self-assessments; drive corrective and preventive actions.

  • Maintain product classification data (HTS, ECCN), administer license and permit requirements, and ensure accurate regulatory documentation.

Operational Execution

  • Oversee daily import/export operations, support Logistics for timely and compliant customs clearance.

  • Liaise with customs brokers, and government agencies to resolve trade issues.

  • Support supply chain, manufacturing, and logistics teams with trade-related guidance.

  • Optimize trade processes to reduce lead times, costs, and risks.

Risk Management & Process Improvement

  • Identify trade risks and implement mitigation strategies.

  • Drive continuous improvement across regional trade processes and digital tools.

  • Lead compliance training for internal teams and external partners.

Cross‑Functional Collaboration

  • Partner with Legal, Supply Chain, Procurement, Sales, and Product teams to support business initiatives.

  • Provide trade compliance guidance for regional expansions, or supply‑chain changes.

  • Support internal investigations related to potential compliance breaches.

Qualifications:

Qualifications & Experience

  • Bachelor’s degree in Supply Chain, International Trade, Business, or related field (Master’s preferred).

  • 7+ years of experience in trade compliance or import/export operations within technology, electronics, or semiconductor industries.

  • Strong knowledge of APAC customs regulations (India and/or Malaysia preferred).

  • Expertise in U.S. export control laws (EAR), local dual-use regulations, and local licensing regimes.

  • Experience working with brokers, freight forwarders, and governmental agencies.

  • Proven track record of leading regional trade initiatives or programs.

Skills & Competencies

  • Excellent understanding of HTS classification, ECCN, COO rules, and FTA utilization.

  • Strong analytical, problem‑solving, and decision‑making skills.

  • Effective communicator with the ability to engage stakeholders at all levels.

  • Project management experience with ability to lead multi-country initiatives.

  • Proficiency in trade systems ( SAP GTS, OCR EASE, Oracle GTM, Descartes, or similar) is a plus.

Travel Requirements

  • Occasional regional travel (10–20%) across APAC for audits, training, and supplier/partner visits.
