APAC Regional Health, Safety and Transportation Specialist

Huntsman is seeking an APAC Regional Health, Safety and Transportation Specialist supporting the EHS and Manufacturing Excellence and Engineering Division located in Shanghai, China. This position will report to the Global Director of Health, Safety and Security and support the APAC Regional Director of EHS.

Job Scope

The APAC Regional Health, Safety and Transportation Specialist supports the APAC Regional EHS Director in enhancing and deploying standards, programs, procedures, guidelines, and best practices for health, safety, and transportation. This role also facilitates incident investigations and provides guidance on applicable legislation, standards, techniques, methodologies, equipment, and technologies to ensure thorough, high-quality investigations, reports, and organizational learning. This position also supports the Transportation Safety program as the technical expert on regulations and requirements applicable across the region.

In summary, as the APAC Regional Health, Safety and Transportation Specialist, you will:

Standardization and Implementation:

  • Lead implementation of health, safety, and transportation programs (e.g., incident life cycle management, Zero Harm, Life Savers) and continuously identify and recommend improvements while ensuring compliance with EHS guidelines, standards, and applicable legislation.
  • Serve as the APAC regional lead for incident notifications and response coordination.
  • Lead implementation of incident investigation systems, processes, procedures, and controls.
  • Analyze investigation outcomes and deliver corporate reports (including root cause analysis and recommendations) to inform better decision-making and continuous improvement.
  • Collaborate with operations, logistics, supply chain, and EHS teams to implement best practices for health, safety, and chemical transportation safety; lead regional transportation auditing efforts, issue formal audit reports, track action items, and maintain KPIs.
  • Track and report progress on investigation findings, corrective actions, mitigations, and measures to prevent recurrence.

Training and Development:

  • Provide oversight, coaching, on-the-job training, and mentoring for investigators at all experience levels.
  • Develop and maintain training standards and workshops for the Zero Harm program to promote a positive safety culture.
  • Provide training and guidance to internal teams, carriers, and third-party logistics (3PL) partners on chemical transport safety regulations and best practices.

Regulatory Compliance and Support:

  • Support regulatory compliance efforts and other programs related to occupational health and safety (OHS), environment, social and governance (ESG), and other associated HSE programs.
  • Ensure transportation operations comply with applicable chemical shipping regulations and standards (e.g., ADR, IMDG Code, IATA DGR, DOT, REACH, CLP) and relevant Asia-Pacific/local regulatory frameworks.
  • Present regular and ad-hoc management reports on new opportunities, critical issues, and challenges.

Guidance and Strategic Insight:

  • Provide guidance to parties involved in incident investigations.
  • Promote the positive impact of incident investigations on long-term EHS strategic plans. (Continuous Improvement Cycle)
  • Develop and maintain emergency response and spill containment protocols for chemical transportation incidents.
  • Build and maintain relationships with regulatory agencies, industry associations, and government bodies to stay ahead of emerging regulations.

Additional Duties:

  • Carry out any other duties as directed by the Global Director of Health, Safety and Transportation and APAC Regional Director of EHS.

Qualifications

You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.

The candidate must have an unrestricted right to work for Huntsman in the APAC Regional Countries.

Minimum Qualifications

  • At least 15+ years’ experience within the petrochemical or industrial sectors leading investigations.
  • Proven experience being Lead investigator in complex investigations with experience in utilizing RCA tools such as Apollo RCA, TapRoot, or other RCA methodologies.
  • Bachelor’s degree in Environmental Science, Occupational Health and Safety, Engineering, or a related field.
  • Preferred: Advanced degree and/or certifications (e.g. CSP, CIH).

Skills and knowledge

  • Comprehensive knowledge of Health, Safety, and Transportation fundamentals.
  • Detailed understanding of applicable regulations and industry standards.
  • Experience in EHS audits and knowledge of ISO standards (ISO 45001:2018, ISO 9001:2015, ISO 14001:2015, ISO 55001:2014, ISO 31000:2018).
  • Excellent planning, analytical thinking, reporting, documentation, presenting, risk assessment, technical writing, recordkeeping, and
  • Leadership skills to influence and motivate positive change.
  • Speak English at a fluent level.

Working Environment

  • 24/7 availability: Must be available to respond to emergencies and crises at any time, including after hours and weekends.
  • Travel: Periodic travel to regional sites to conduct training, audits, and provide on-site support during emergencies.
