Creative Corrections is actively recruiting exceptional candidates to be considered for an Anti-Money Laundering and Anticorruption Advisor position located in Bogota, Columbia. This will be a contract role within the U.S. Department of State. The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

The INL section at U.S. Embassy Bogota, established in 1985, is among the largest and most complex INL offices in the world. INL/Bogota is charged with developing strategies and programs to achieve international narcotics control, law enforcement, and justice foreign policy objectives.

This position is contingent upon award of contract for BPA Call.

TITLE: Anti-Money Laundering and Anticorruption Advisor

LOCATION: Bogota, Columbia

SECURITY CLEARANCE: A Secret security clearance is required for this position; however, the contractor may begin work with an interim Secret security clearance.
CLOSING DATE: August 14, 2026

The Anti Money Laundering (AML) and Anticorruption Advisor (hereinafter “the Advisor”) will advise and assist in the development and implementation of support to law enforcement investigating money laundering and public corruption crimes tied to criminal organizations. The Advisor will primarily assist the Colombian National Police/Judicial Police Directorate (CNP/DIJIN) and the Attorney General’s Office (AGO) Technical Investigation Body (AGO/CTI) providing in-depth analysis of the operations of transnational criminal groups identified in conjunction Colombian partners and with the approval of the INL/Bogota Criminal Justice (CJ) Deputy Division Chief, or his/her designee.

The Advisor will work closely with the INL/Bogota Criminal Justice (CJ) Deputy Division Chief, along with the Organized Crime, Counternarcotics and Environment Program Managers. The Advisor shall maintain open, timely, and effective communications as appropriate with INL Western Hemisphere Programs (INL/WHP), Colombia Program Officers, and other INL/Bogota Advisors on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible and workable solutions. The Advisor will perform more duties as well.

DUTIES AND RESPONSIBILITIES

• Work in close coordination with the CNP/DIJIN, AGO/CTI, and INL/Bogota, assisting in the design and development of a network analysis of transnational criminal organizations to guide DIJIN and CTI investigations.
• Work with, train, and mentor CNP/DIJIN and/or AGO/CTI officials to develop in depth insights into the financial operations of transnational criminal organizations.
• Work with, train, and mentor CNP/DIJIN and/or AGO/CTI officials to develop in depth insights into links between transnational criminal organization and corrupt public officials.
• Provide recommendations on locations to focus on several law enforcement operations to further investigative efforts into transnational criminal organizations.
• Identify intelligence gaps that would aid in conducting the network analysis and specify collection requirements to fill those gaps.
• Keep abreast of Colombian legislation, regulations, and laws regarding efforts to combat money laundering and corruption.
• Establish and maintain appropriate internal management control systems. Ensure INL/ Bogota programs are not subject to waste, fraud, or mismanagement. Assist in managing and monitoring the use of all U.S. provided commodities intended for the Government of Colombia (GOC).
• Participate, as directed, in INL/Bogota’s End-Use Monitoring program for assets and supplies provided by the USG to Government of Colombia (GOC) entities.
• Prepare and coordinate briefings for visiting officials on the status of INL projects and GOC law enforcement efforts.
• Utilize subject matter expertise in drafting a variety of technical, programmatic, funding, and informational memoranda and letters. Provide input as a subject matter expert regarding Congressional testimony, response to questions, press guidance and interagency, bilateral, and multilateral agreements in accordance with Department policies and regulations, and relevant legislation.
• Conduct research and make recommendations to the INL/Bogota Criminal Justice (CJ) Deputy Division Chief regarding the management of programs.
• Review, analyze policy and programmatic documents, and make recommendations based on findings.
• Aid in conducting program reviews and assessments of new and ongoing programs and make recommendations based on findings.
• Assist in strategic planning for programs.
• Review budgets and provide program estimates, evaluate program effectiveness in relation to the funding expended, and assess USG law enforcement assistance activities to determine funding requirements and whether funding is warranted and available.
• Support liaison efforts within organization, other government agencies, and non-governmental organizations.

MINIMUM QUALIFICATIONS

• U.S. Citizen;
• A Bachelor’s degree from an accredited institution;
• A minimum of ten years’ experience in relevant field;
• Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;
• Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;
• Ability to communicate effectively, both orally and in writing, in English and Spanish, with a wide range of players. Comfortable working in Spanish at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the Foreign Service Institute’s defined 3/3 level, defined as General Professional Proficiency. Demonstration or proof of language capability required unless the individual is a native Spanish speaker. The Advisor will be embedded with the Colombian law enforcement entities and must possess a high degree of proficiency in Spanish which requires fluent conversing with the Colombian official contacts on a daily basis;
• Demonstrated ability to provide advice, guidance, and consultation regarding the interpretation and application of analysis;
• Demonstrated experience drafting US government reports and documents, such as International Narcotics Control Strategy Reports (INCSR), embassy cables, and other documents;
• Demonstrated knowledge of computer office systems applications, such as Microsoft Word, PowerPoint, and Excel (statistical functions);
• Demonstrated ability to organize and present complex data graphically.

PREFERRED QUALIFICATIONS

• Active security clearance or an interim active security clearance within the last 12 months from date of solicitation.
• A minimum of ten (10) years’ experience in law enforcement with operational experience in money laundering, asset seizure, and/or public corruption cases.
• Demonstrated knowledge of Colombian money laundering, asset forfeiture, and public corruption laws, regulations, and practices.
• Demonstrated in-depth knowledge of criminal organizations operating in Colombia.
• Demonstrated knowledge of law enforcement programs in Colombia, methods, and operations.

LEVEL OF EFFORT

Hours for this full-time position will be the core hours of the US Embassy in Bogota, Colombia: Monday through Friday, 40 hours per week, 8 hours per day.

POSITION LOCATION

The physical work location is in Bogota, Colombia. Work will largely be performed outside of the US Embassy in Bogotá, at Colombian National Police Directorate of Antinarcotics (DIRAN), the Directorate of Criminal Investigations and Interpol (DIJIN), and the Technical Investigation Body of the Attorney General’s Office (CTI).

CLEARANCE REQUIREMENT
