The Opportunity
We’re looking to fill an Analyst, Treasury Risk Management position at RFA Bank of Canada!
This role will have responsibilities for 2nd line of defense oversight of financial and non-financial Operational risks. The analyst will be an important part of the second line of defense and will provide independent oversight and challenge to the Treasury department's risk-taking activities and related risk management practices. This role involves independently assessing, monitoring, and reporting on broader operational risk requirements, as well as treasury-related risks including: interest rate risk; liquidity risk; funding risk; and foreign exchange risk.
Core Responsibilities
As the Analyst, Treasury Risk Management, you will:
Core Responsibilities:
• Independent Risk Assessment: Independently assess the effectiveness of the Treasury department's risk identification, measurement, and mitigation processes.
• Oversight of Risk Measurement and Monitoring: Review and challenge the methodologies used by Treasury for measuring and monitoring key risks, including interest rate sensitivity (e.g., gap analysis, simulation), liquidity metrics (e.g., liquidity coverage ratio, net stable funding ratio), and foreign exchange exposures.
• Policy and Procedure Oversight: Review and challenge the development, implementation, and maintenance of Treasury risk management policies, procedures, and limits established by the first line of defense, ensuring alignment with regulatory guidelines and best practices.
• Independent Risk Reporting: contribute to independent risk reports for senior management and relevant risk committees, providing an objective assessment of key treasury risk exposures, trends, and the effectiveness of first-line controls.
• Challenge of Stress Testing and Scenario Analysis: Independently review and challenge the assumptions, methodologies, and results of stress testing and scenario analysis conducted by Treasury.
• Regulatory Compliance Oversight: Monitor and assess the Treasury department's compliance with relevant Canadian regulations (e.g., OSFI guidelines) related to treasury risk management.
• Collaboration and Communication (Second Line Perspective): Engage proactively with Treasury personnel to understand their risk management practices, providing constructive challenge and recommendations for improvement. Collaborate with other risk management functions (e.g., market risk, credit risk, operational risk) to ensure a consistent and integrated second line of defense.
• Model Validation Oversight: Participate in the independent review and validation of treasury risk models.
• Risk Governance and Framework Oversight: Contribute to the ongoing development and enhancement of the overall risk governance framework as it relates to Treasury activities.
• Ad-hoc Reviews and Projects: Participate in independent reviews and projects related to treasury and general Operational Risk Management.
Risk Analytics:
• Contribute to the ICAAP and contingency funding plan testing as needed.
• In collaboration with the Model Risk Management department perform stress testing on various aspects of the Treasury function as well as related reporting.
• Support the delivery of regulatory requirements relevant to Treasury analytics.
Risk Reporting Framework and Control:
• Maintain and enhance the Treasury Risk Management Policy and supporting documents.
• Ensure strong governance and effective controls across risk reporting activities in accordance with enterprise standards.
• Manage the design and implementation of processes to ensure the accuracy and consistency of all risk data used in reporting and analytics.
What You’ll Need to Succeed
• 1-3 years relevant experience and post-secondary degree/equivalent combination of education and experience.
• Expert technical skills/querying languages.
• Expert with reporting tools (Excel, Power Point, Power BI).
• Knowledge of risk systems/platforms.
• Post-secondary degree in a related field.
• Professional certification is an asset.
