Job Description

[What the role is]

Singapore is studying the potential deployment of nuclear energy as part of its long-term energy strategy. This initiative involves conducting comprehensive studies and developing in-house nuclear energy capabilities to support a well-informed national decision.

You will be a key member of the team that will play a pivotal role in engaging our industry as well as public stakeholders to understand their concerns and potentially co-create a domestic nuclear ecosystem. You will help us strategise industry development roadmaps and foster collaboration with both domestic and international industry partners. You will also plan and implement initiatives to engage stakeholders and develop local human resources.

[What you will be working on]

(Individual Contributor)

Develop national nuclear energy ecosystem, focusing on R&D, industry participation, human resource development, and stakeholder engagement. Responsible for international coordination and the implementation of strategies to foster public, industrial, and academic involvement for the assessment of potential deployment of nuclear energy.

Key Responsibilities

1. Develop and implement national roadmap for Singapore’s nuclear ecosystem buildup, including R&D, human resource and industrial capabilities.

  • Conduct landscape studies on emerging nuclear technologies, supply-chain opportunities, and international trends/policy shifts relevant to Singapore’s potential deployment.

  • Identify R&D opportunities, gaps in human resource, and areas for local industrial development.

  • Develop and implement the long-term strategy for the development of Singapore’s nuclear ecosystem (Government agencies, industry players, research/supporting entities).

2. Conduct engagements with external partners such as research institutes, academia, local and international experts, industry, and government agencies for information exchange and cooperation with respect to nuclear energy.

  • Establish relationships with international partners to support domestic capability building.

  • Prepare briefs, reports, and presentation materials for engagements.

  • Establish MOUs and agreements with external partners.

  • Follow up on engagement activities such as workshops and seminars.

  • Monitor and provide insights on local and international development in nuclear energy sector.

3. Support the implementation of public engagement plans in communicating complex technical concepts and policies in clear and easy-to-understand manner.

  • Identify key stakeholders and support comms department in designing engagement and communication approaches to support capability building and public understanding.

[What we are looking for]

Education:

  • Bachelor degree or M.S. in Engineering, Public Policy, International Relations, Economics, Business or related fields would be preferred.

Experience:

  • Relevant experience in civil or public service, international relations, industry and capability development, or energy industry is a plus.

  • Fresh graduates are welcome to apply.

  • Demonstrated expertise in the following areas would be a plus:

    • G2G / bilateral / multi-lateral cooperation:

      • Delivered bilateral or multi-lateral engagements with foreign counterparts such as MOU and cooperation agreements

      • Managed protocol-heavy engagements such as ministerial visits, delegations, closed-door dialogues, etc

      • Supported negotiations to achieve advantageous outcomes

    • Industry development and ecosystem shaping

      • Designed/ran sector development programmes (grants, incentives, sandboxes, etc)

      • Built partnerships with industry associations, corporates, startups, financiers

      • Market creation work such as establishing new industry standards and certification for new and emerging industries

    • Human resource development

      • Created or expanded national talent pipelines (scholarships, attachments, training programs)

      • Worked with universities, polytechnics, professional bodies, and employers

      • Built competency frameworks, job architectures, training roadmaps

      • Ran workforce reskilling or conversion programs to support sector transformation

    • Strategic communications

      • Wrote Ministerial / senior leadership speech writing or brief

      • Developed comms strategy for sensitive policies (e.g. public acceptance, risk issues, cross-agency alignment)

Skills:

  • Excellent verbal and written communications.

  • Cross-functional coordination and cultural competence in international environments.

  • Ability to interact effectively with senior executives is a plus.

  • Strong grasp of technology concepts and trends, with ability to assess economic and policy implications is a plus.

  • Able to travel extensively.
