POSITION SUMMARY

The HR Analyst performs professional-level human resources analysis and operational support for Talent Management, with responsibility for reviewing and facilitating personnel actions for assigned schools and departments. The position analyzes and validates hiring, transfer, separation, salary, credentialing, and onboarding transactions to ensure accuracy, timeliness, and compliance with district policies and applicable requirements. The HR Analyst partners with HR leaders, hiring managers, and HR Services to resolve complex personnel issues, monitor transaction processes, identify trends and process improvements, and support effective talent management operations. The position provides responsive customer service while exercising independent judgment in reviewing HR transactions, records, and related documentation.

MINIMUM REQUIREMENTS

EDUCATION

  • Bachelor's degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Organizational Leadership, or related ?eld required
  • Additional years of equivalent professional experience may be considered in lieu of the degree requirement

CERTIFICATION/LICENSE:

  • Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), or related HR certification preferred

WORK EXPEREINCE:

  • 3 years of progressively responsible experience in human resources, staffing, talent management, HR operations, or related ?eld required
  • Experience with HRIS systems, personnel transactions, onboarding, or employee records preferred
  • Experience in K�12 education or public sector preferred

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of human resources principles, practices, policies, and procedures
  • Knowledge of staffing, onboarding, personnel transactions, employee records, and applicable employment requirements
  • Knowledge of HRIS systems and HR data management practices
  • Strong analytical, research, problem-solving, and critical-thinking skills
  • Ability to analyze HR data, transactions, and documentation and identify discrepancies, trends, and potential compliance issues
  • Ability to interpret and apply policies, procedures, regulations, and established HR guidelines
  • Ability to exercise independent judgment and resolve routine and moderately complex HR operational issues
  • Strong organizational skills with the ability to manage multiple priorities and meet established deadlines
  • Excellent written, verbal, interpersonal, and customer service skills
  • Advanced proficiency in Microsoft Office and related HR, productivity, and collaboration systems

ESSENTIAL DUTIES

  • Analyzes, reviews, and validates personnel actions, including hires, rehires, transfers, separations, salary changes, and related transactions to ensure accuracy, completeness, and compliance with established requirements
  • Manages assigned onboarding and pre-employment processes, including offer documentation, credentialing, screening, I-9 verification, E-Verify, Georgia New Hire reporting, and other required employment documentation
  • Analyzes applicant records, qualifications, and relevant work experience to calculate starting salaries in accordance with district compensation guidelines and collaborates with the Compensation Department to resolve discrepancies and ensure accurate salary placement
  • Reviews employee and applicant records to identify discrepancies, missing information, or compliance concerns and coordinates resolution with appropriate stakeholders
  • Partners with Talent Management, HR Services, hiring managers, and other stakeholders to resolve complex staffing, onboarding, placement, and personnel transaction issues
  • Analyzes HR transaction data and workflow activity to identify trends, recurring issues, processing delays, and opportunities to improve accuracy, efficiency, and customer service
  • Monitors assigned personnel actions and onboarding activities to ensure established service levels, timelines, policies, and procedures are consistently met
  • Provides guidance to hiring managers, employees, and HR partners regarding personnel processes, documentation requirements, onboarding procedures, and related HR practices
  • Develops and maintains reports, records, documentation, and tracking tools that support staffing operations, compliance monitoring, and management decision-making
  • Recommends and supports process improvements related to staffing, onboarding, personnel transactions, records management, and HR operational procedures
  • Maintains confidentiality and ensures appropriate handling of employee records and sensitive personnel information
  • Required to have prompt, regular attendance in person and be available to work on-site during regular business hours and as needed
  • Performs other duties as assigned by the appropriate administrator or their representative

  • Upper Body Mobility: Ability to use hands to grasp, and manipulate small objects; manipulate fingers, twist and bend at wrist and elbow; extend arms to reach outward and upward; use hands and arms to lift objects; turn, raise, and lower head
  • Strength: Ability to lift, push, pull and/or carry objects which weigh as much as 5 or more pounds on a frequent basis. Incumbent may be required to physically restrain parties involved in a conflict
  • Environmental Requirements: Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors
  • Mental Requirements: Ability to read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgement and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records.
