The Court Programs Division (CPD) is part of the Office of the State Court Administrator (OSCA) within OJD. CPD develops, implements, and evaluates programs for statewide application in the courts and for use by the public and government stakeholders. Programs are aimed at providing consistent and accurate information and tools to help navigate the court system, improving effectiveness and timeliness in the operating procedures of the courts, and supporting access to justice by eliminating barriers. CPD is responsible for strategic planning, data analysis and application, and performing high-level liaison work to develop policies and procedures to implement laws affecting court operations statewide.

We are hiring two Legislative Analysts in the Analyst 2 job profile to join our team in Salem, Oregon.
In this role, you will support CPD staff during the 2027 legislative session by performing technical, administrative, analytical, coordinative, and advisory tasks. You will be a member of OSCA’s legislative team and a member of smaller subject matter legislative teams. You will work closely with OSCA staff in the Executive Services Division, the Business and Fiscal Services Division, and the Enterprise Technology Services Division. You will review, summarize, and analyze legislative concepts and bills introduced during session. You will track legislation, including related bill amendments and public testimony, and monitor legislative hearings and actions. You will also perform policy research as directed, which may include reviewing relevant statutes and legislative proposals outside of Oregon.
Additionally, you will help prepare fiscal impact statements on behalf of OJD for submission to the Legislative Fiscal Office. In doing this work, you will summarize and synthesize legislation that can be lengthy and technical in nature. You will also help colleagues develop, organize, and edit a variety of legislative materials.
You will attend multiple legislative team meetings per week, some of which may be in person in Salem, and will help with other legislative projects as needed.
Assigned tasks may be changed to accommodate workload and organizational needs.

The qualified candidates must possess a bachelor’s degree in business, court administration, public administration, or a related field.
Two (2) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.
Any combination of education and experience equivalent to six (6) years of experience that typically supports the knowledge, skills, and abilities for the position.
