Job Description

Manages medium to large size IT projects and like sized phases of enterprise IT projects utilizing AHS standardized Project Management Methodology. Will manage multiple projects concurrently.. Effectively utilizes project management tools. Leads project team in collaboration with IT functional leadership to achieve project goals and objectives on time and within budget. Reports and appropriately escalates project progress, risks, and issues to project stakeholders and IT leadership. Under general direction, responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Works the project team to define projects scope and objectives. Develops detailed work plans, schedules, project meetings, resource plans, and status reports. Conducts project meetings and is responsible for tracking and analysis. Ensures adherence to quality standards and reviews projects deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Receives direction from the AIT Director of Project Management and IT functional managers. Mentors less experienced project managers.

QUALIFICATIONS

Required

  • A two year degree
  • Valid Driver's License required
  • At least 6 or more years' experience in the field of Project Management
  • Project Management experience leading multiple complex application implementations within a healthcare environment.

Preferred

  • Bachelor's Degree in a related area is preferred.
  • Completion of Project management certification courses or a PMI recognized certification

PERFORMANCE EXPECTATIONS

  • Assemble project team, establish authority as project manager, gain consensus, and develop and effectively communicate a clear understanding of the project scope, objectives, mandates, timeframe, budget and other project requirements.
  • Ensure project requirements, constraints, and assumptions are defined, documented, and effectively communicated in order to establish the project deliverables using requirements gathering techniques (e.g., planning sessions, brainstorming, focus groups).
  • Ensure realistic labor and cost estimates are applied to project activities and tasks in support of project plan and schedule development.
  • Collects status information regularly from the project team and maintains visibility to overall project status for stakeholders and IT leadership.
  • Establishes and executes on a communications plan meeting the needs of the project, including status meetings, status reports, change management, and issue escalation. Creates agendas, ensures the capture of minutes, and conducts meetings in an effective and efficient manner.
  • Manage changes to project scope, schedule and costs using appropriate verification techniques so as to keep the project plan accurate and reflective of authorized project changes
  • Maintains, documents, and communicates scope and schedule variances to plan to leadership as appropriate and per the communications plan.
  • Manage project risks through facilitating pro-active risk identification and management and ensuring appropriate contingency plans are developed and implemented to minimize the probability of and/or impact to the project.
  • Organize, manage and direct project team tasks to assure proper application of project management standards, best practices, tools, and methodologies in project work.
  • Create and maintain a current and complete project plan and all other pertinent project documents and artifacts. Leverages approved supporting tools to facilitate document management, sharing, and collaboration.
  • Engages and effectively communicates in a timely fashion with stakeholders, including project sponsors, project team members, IT functional management, and IT leadership on all project tasks and deliverables, including requirements, scope, plans, staffing, budget, risks, issues, schedules, and status.
  • Ensures timely and accurate collection of labor hours related to the project.
  • Effectively communicates relevant project information to project stakeholders and leadership.
  • Participate in and provide guidance related to vendor management associated to assigned projects including but is not limited to, contract negotiations, invoicing issues lists and new product evaluations.
  • Performs project After Action Reviews (AAR) and contributes lessons learned to the collective IT PMO knowledge base.
  • Resolves and/or escalates issues in a timely fashion.
  • Actively participates in and champions the establishment, continual improvement, and adoption of project management and other best practices through the IT PMO.
  • Create and support an environment of collaboration and mutual support between the functional IT teams and the IT PMO.
  • Contributes to employee goals and performance appraisals as related to assigned projects.
  • Manages and/or supports the IT functional manager in managing project budget and financing, including but not limited to planned and actual hours, planned and actual dollars, and variances.
  • Actively participate with IT and organizational leadership in project governance activities, including project prioritization, negotiation, and resource management.
  • Mentors less experienced project managers.
  • Performs other duties as assigned or required.

COMPETENCIES AND SKILLS:

  • Demonstrated ability to successfully lead medium to large sized technology and/or business projects using a standardized methodology.
  • Demonstrated success leading multiple technology and/or business projects in excess of 96 person-months effort (i.e. 8 FTEs for duration of 12 months).
  • Must possess outstanding verbal and written communication skills along with strong facilitation and presentation skills, and the ability to bring a project team to consensus on issues. Must be able to communicate difficult/sensitive information in a diplomatic and tactful way.
  • Demonstrated capability to successfully handle multiple project teams and multiple tasks simultaneously and under strict deadlines.
  • Demonstrated knowledge of and practical application of formal project management methodologies, including PMI's PMBOK® Guide.
  • Experience using project management software, including Microsoft Project, is required.
  • Demonstrates a high level of initiative and independence.
  • Demonstrated experience working in a matrixed environment is required.
  • Experience in health care is preferred.
  • Adheres to AtlantiCare and AIT Policies and Procedures.

WORK ENVIRONMENT

There is a potential for exposure to the hazards and risk within a hospital environment. This includes exposure to infectious disease, hazardous substances, and potential injury. This position requires repetitive motion, fingering, hearing, pushing, reaching, reading, seeing, speaking, standing and walking a majority of the time. Spends time with such equipment as computer terminal, fax machine, copier, and telephone. Occasional driving also required.
