Responsible for the planning, development, and implementation of emergency response plans. Coordinates with other airport stakeholders, other airport business units, and community partners to ensure a whole community approach to planning and exercise development. Develops, organizes, and/or facilitates classroom training and disaster preparedness exercises for the Department of Aviation; evaluates personnel proficiency in disaster preparedness and emergency management-related functions, and makes recommendations for process improvement. Prepares daily data analysis reports to ensure Senior Leadership has the quantitative data needed to support decision-making and give an overall daily operational picture of Airport Operations.

Develops emergency response plans and Standard Operating Procedures and Guidelines for various processes throughout the airport.
Ensures training requirements are met on a yearly basis in order to stay abreast of any changes in industry standards.
Staffs the EOC during emergency incidents or long-term events that can have an impact on Airport operations.
Participates in any and all emergency response activations, exercises, drills, and training that pertain the any impact to operations or as required.
Conducts tours of the C4 facility for community partners, airport stakeholders, and anyone who is interested in learning about the Bureau of Emergency Management.
Maintains a yearly calendar of all plans and SOPs/SOGs in the plans library. Ensures that plans are reviewed each year for accurate information and that revisions are made in accordance with any changes that are made with the airport.
Prepare important technical records, plans, and reports to document processes and provide information.
Plans, coordinates, develops, and promotes emergency service policies, operations, plans, and processes related to exercise design and execution.
Evaluates and assesses potential areas for enhancement, subsequently providing recommendations for effectively implementing these improvements.
May perform other duties as assigned.

Thorough knowledge of airport operations, policies and procedures, emergency procedures and protocols.
Thorough knowledge of airport physical layout and utility systems sufficient to be able to assist in a coordinate response to problematic situations.
General knowledge of emergency readiness, preparedness, situational procedures, applicable laws, rules and regulations.
Knowledge of 49 CFR 1542, airport surety regulations, and airport security systems.
Knowledge of FAR Part 139 and airport emergency plans.
Ability to listen and communicate exceptionally to effectively convey information verbally and in writing.
Ability to analyze data and maintain situational awareness.
Ability to operate computers with demonstrated proficiency in a variety of applications and software.
Ability to implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to remain calm under pressure and stressful working conditions during heavy workload and emergency related calls.
Ability to use sound judgement for making decision based on situation and events.
Education and Experience –Bachelor’s degree in Emergency Management, Homeland Security, or related field required with five (5) years of relevant experience
Emergency response experience within an Emergency Operations Center (EOC) environment is required.
The following classes are required: IS100, IS200, and IS700.
Must obtain ICS300 and ICS400 certification within 18 months.
Preferred Requirements – Master’s degree in a related field and five (5) years of relevant experience preferred.
