The Data Reporting Analyst is responsible for reporting, analysis, and metrics of work in support of the Aviation Contract Administration Team. Conducts departmental research, sourcing, reporting, operations management, and departmental operations. Designs and prepares reports by accessing databases or by consolidating data from multiple sources. Lays out report formats and produces reports. May summarize data and provide commentary or observations based on analysis. Sources of data may be enterprise systems, complex spreadsheets, databases, etc. requiring specialized expertise or training. Supervision received and performed work under general supervision with review and advice from a manager or a senior-level professional. May work independently or with other team members to complete assigned tasks.

Collect, validate, analyze, and interpret procurement data from multiple systems to support purchasing operations.
Ensure complete and correct data entry on all forms and systems.
Monitor key procurement performance indicators (KPIs), including requisition cycle times, contract utilization, supplier performance, cost savings, and procurement compliance.
Conduct thorough market research to identify qualified vendors.
Communicate with suppliers regarding order status, delivery dates, and basic pricing questions.
Analyze procurement trends and identify opportunities for process improvements, cost reductions, and operational efficiencies.
Support supplier diversity, sustainability, and compliance reporting in accordance with organizational policies and applicable regulations.
Respond to ad-hoc reporting requests from management and external stakeholders within established timelines.
Support internal and external audits by compiling procurement records, reports, and supporting documentation.
Stay current on industry best practices, procurement analytics, and reporting technologies to recommend continuous improvements.
Provide professional and courteous service to internal and external customers.

Knowledge of ERP and procurement systems (e.g., Oracle or equivalent).
Ability to develop meaningful dashboards and executive-level reports.
Strong attention to detail with a high degree of accuracy.
Ability to communicate technical information clearly to both technical and non-technical audiences.
Excellent organizational, project management, and time-management skills.
Ability to manage multiple priorities while meeting deadlines.
Knowledge of public sector procurement practices and regulatory requirements is preferred.
Licensures and Certifications - No specific certifications or licensures required. Individual positions may require completion of training in specific reporting languages or software.
Bachelor’s degree as described above, plus 4 years’ experience in data analysis.
Skilled (intermitted level) in Microsoft Word, Excel, PowerPoint, and Oracle.

This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
